Pacifica Senior Living Chino Hills is very nice and they have a nice outdoor space. They don't really have a nice front space because it looks out into a parking lot, but they told me that the residents really like that. It faces a gas and a convenience store, and they like to see people getting gas, and they like to look at the cars and the people getting out. When I got there people were sitting out there, so that space is very nice. The staff member who helped me during the tour was wonderful. The dining area was very nice, clean, and very appealing. The rooms were a little on the small side, but generally accommodating. The thing that was the deciding factor was that they dont have any private outdoor space, like a balcony. I would not hesitate to move my father there if they had a nice, private outdoor space.

My parents have been in Pacifica Senior Living Chino Hills since May. Julie, the nurse, is really good, but some of the caregivers don't speak good English. They don't communicate very well with my Dad, but he's not the easiest to communicate. He is angry and mad because he's losing his independence. The director is awesome. One of the desk women is really nasty. My Dad hates the food, and it's one of the top reasons why they're leaving. The activities are pretty bad. It's like they're in kindergarten. They have musical chairs and crazy 8. They treat them like children. The cleanliness is nice, the rooms are nice, and the chef tries hard. The staff is not very organized. They wanted to give my mother a medicine that she's not even supposed to have. If my Dad is upset about something, he'll yell and they'll just leave and they won't care for them. When you walk in, the energy is like nobody wants to do anything. My mother who's the one that has dementia chose it because I think it's older looking and I it looks more like somebody's home.

Pacifica Senior Living Chino Hills was nice. The staff went over the program and were real thorough with me. They are pretty much the same as the other Pacifica, the one I'm moving into. The studios and the regular rooms are average. The activities are OK. They take trips to gamble. They have an artist that comes every so often and helps you if you're interested in art. They have exercise programs, do your laundry, keep your place clean for you, and do your bedding and your towels for you. The staff was excellent. The meal I had was excellent. It's not very scenic.

We toured Oakmont of Chino Hills. They answered all my questions and provided lunch for us (the family). We had enchiladas and the food was very good. The staff was very professional and well-dressed, and the place was spacious. People looked happy and the residents there were welcoming. If it was up to me, I would move in, it was that nice.

The lady who gave me the tour at Pacifica Senior Living Chino Hills was very nice, but everything else I would give a 1. Just getting there, you have to drive through a gas station where there are tons of people and cars all over the place. There's terrible traffic just trying to get to the place. Once you get there, it looks shabby. Inside it looked much better, though. They served three meals a day in their small dining area. Their room looked OK, but it was nothing that my father would step into. They had a small pool and a small area with lot of chairs, but there wasn't any views of anything.

Oakmont of Chino Hills is a very beautiful community with a nice background. I like the fact that they have a gate. Residents can park their cars behind it which is very nice. The staff is wonderful, too. I like the nice, new apartment that they were working on. The tour was nicely done; I really enjoyed it. I was able to meet the chef, which was very nice. However, the place is located on three corners of busy traffic. I wanted my dad to be able to walk around outside, maybe to different restaurants, but there's nothing except a Walgreens, so that's a disappointment.
The $3,500 monthly cost for assisted living in Chino Hills is well below the average amount paid in California ($4,500) and the nation ($4,000). Other cities in this region of the state are considerably more expensive, including Santa Maria ($4,825), Oxnard ($4,575), Los Angeles and San Diego ($4,500). The wide range of assisted living costs in California is evident when comparing Chino Hills to Bakersfield ($3,150) and San Luis Obispo, where the average rate is a pricey $5,450 per month.
Note: Senior care cost data wasn’t available for Chino Hills, so data for the nearest major city, Riverside, was used.

The type of care required and location are the two biggest determinants of senior living costs in Chino Hills. This is easy to see when comparing the average monthly rate for nursing home care ($7,559) with assisted living ($3,500). The $4,000 price difference is largely due to the skilled, 24-hour nursing offered to seniors who have extensive medical needs. Assisted living costs roughly $1,000 less per month than homemaker ($4,481) and home health aide ($4,576) services. This significant rate difference only increases when other costs of staying at home are added on, such as food, maintenance and utilities. These extra costs are already included in the room-and-board portion of assisted living rates.

Medicaid is the federal and state government-funded health insurance program available to low-income Americans of all ages. The federally regulated program is adapted and administered by each state to best meet the needs of its most vulnerable residents, including young children and their parents, expectant mothers, people with disabilities and the elderly.
Qualifying for California Medicaid
Residents of California who are American citizens or legal immigrants may qualify for no- or low-cost health care coverage through the state Medicaid program known as Medi-Cal. Seniors aged 65 or older and disabled or blind adults receiving Supplemental Security Income benefits are automatically eligible for full-scope Medi-Cal coverage. Others must meet the program’s financial requirements that allow:
All sources of income count toward the Medi-Cal limits, but some resources are disregarded, such as one vehicle, personal effects, a primary home and household furnishings.
Those who meet the functional requirements for institutional nursing home care can qualify at any income level. Approved applicants may keep $35 as a monthly personal needs allowance and any excess income up to the facility’s rate must go toward their care costs.
To apply for Medi-Cal, seniors can complete an application online, call (800) 300-1506 or visit the San Bernardino County Transitional Assistance office at 10825 Arrow Route in Rancho Cucamonga.
Medi-Cal Assisted Living Waiver
Medi-Cal eligible residents of Chino Hills who meet the requirements for long-term care coverage but want to avoid institutional nursing home admission may apply for the Assisted Living waiver. This Medi-Cal Home and Community-Based Services waiver is offered to provide seniors with a higher quality of life in a less restrictive environment and reduce the cost of long-term care. Applicants must be aged 21 or older and be:
The ALW program doesn’t cover the cost of assisted living room and board, but it does provide a number of support services, such as:
The ALW isn’t a Medi-Cal entitlement program and participation is available on a first-come, first-served basis, so approved applicants may be placed on a waiting list based on availability.
Chino Hills residents can learn more about the ALW or begin the application process by contacting the local Care Coordination Agency serving San Bernardino County, All Hours Adult Care, at (844) 657-4748.
Aid and Attendance and Housebound Benefits
Senior veterans or their surviving spouses who have increased care needs and costs and receive a standard VA pension may be eligible for a higher monthly payment through either the Aid and Attendance or Housebound program. To qualify for one of these two programs, applicants can’t be already receiving a VA disability pension and must earn less than $22,577 annually. Each program has care criteria as well:
Those applying for Housebound benefits must be largely confined at home due to a permanent disability.
Seniors applying for Aid and Attendance benefits must meet one of these conditions:
As the designated Area Agency on Aging, the San Bernardino County Aging and Adult Services Department connects seniors and disabled adults with vital resources. The agency provides information and referrals and coordinates adult protective services, caregiver and in-home support, congregate and home-delivered meals and long-term care advocacy services.
