Financial Assistance for Assisted Living in Placentia

Medicaid in California

Approximately 1 in 4 California residents are covered under Medicaid, the government health plan for low-income Americans and qualified immigrants. California is a Medicaid-expansion state, and mandatory Medicaid benefits include primary, emergency and long-term care services, X-rays and lab tests and home health services. Some state-specific benefits, such as dental and vision care, rehabilitation therapies, medical supplies and skilled nursing care, may also be available through waiver programs.

Qualifying for Medi-Cal

California’s Medicaid plan is called Medi-Cal. To enroll, seniors must be aged 65 or older, have few resources and a low monthly income. For access to institutional care and home and community-based services, seniors must also need assistance with two or more activities of daily living.

Single seniors can earn a maximum of $1,242 per month and own up to $2,000 in countable assets. Couples applying for Medi-Cal together can earn a maximum of $1,682 per month in joint income and own up to $3,000 in countable assets.

Medi-Cal doesn’t count some assets, such as one vehicle, an irrevocable burial trust and an owner-occupied house, condominium or mobile home, regardless of the value of the dwelling.

Spousal Asset and Income Rules

Special rules apply when only one spouse in a married couple needs long-term Medi-Cal services in order to protect the non-applicant spouse, called the community spouse, from impoverishment.

The community spouse’s income is disregarded on the Medi-Cal application. If that spouse depends on financial support from the spouse who requires care, the minimum monthly maintenance needs allowance rule lets the applicant transfer up to $3,161 per month to the community spouse without penalty.

The community spouse can also keep half of the couple’s joint assets in addition to all Medi-Cal exempt assets, worth up to $126,420, under the community spouse resource allowance.

Assisted Living Home and Community-Based Medi-Cal Waiver

Seniors who meet the clinical criteria for nursing home placement and are able to live safely in the community with supports may qualify for the Assisted Living waiver. This home and community-based waiver lets seniors remain in a noninstitutional setting, such as an assisted living facility, by funding enhanced medical and nonmedical care services. These services are assigned based on individual medical needs and may include:

  • Laundry and housekeeping
  • Help with bathing, grooming, eating, dressing or other activities of daily living
  • Social and recreational programming
  • Medication management
  • Skilled nursing care
  • Case management
  • Transportation

In order to participate in the ALW, seniors must live in one of the participating ALW facilities in their area or agree to move into an ALW facility in a nearby county. The ALW program covers the cost of enhanced care services while participants pay for their room and board.

To enroll in Medi-Cal, contact the Orange County Social Services Agency, Anaheim Regional Center, at (800) 281-9799.

To learn more about the ALW and request an assessment, call Access TLC Home Health Care, the care coordinator agency for Orange County, at (818) 551-1900.

To qualify, seniors must own their home with a spouse, and one spouse must remain in the home. The loan, plus any accrued interest, is repayable when the home is sold or when the remaining homeowner decides to move out.

The loan amount is based on the current market value of the home, the age of the borrower(s) and any current liens on the property. The application process can take a number of months and includes government-mandated financial counselling.
