My father is in A Touch of Heaven Assisted Living. It's very homey. They're very nice. It's not like a business to me. It seems very decent and never smells. I never had a problem. It has a good atmosphere, and it's very quiet. I've never seen anybody yelling or screaming. Everyone seems very nice. I haven't heard any of the residents complain about anybody that works there.

Sundial Assisted Living was very nice, but it's an older place. It's very small and not very social. They don't have a lot of activities. The staff was friendly.

My dad moved into A Brand New Day. It was originally apartment complexes with carports in between them that they made into a residential community. A Brand New Day is a very clean and nice place. It's a large complex that has everything that anybody would need. There's a big courtyard, there are four rooms to each hallway, and there is a shared bathroom. There is a lot of room for people to walk around. There is a library, a television room, a music room, and two separate kitchens. It's a good place; I haven't seen a better one. The staff members are all very friendly. My dad has no complaints about the meals. They also take the residents out once a week to restaurants.

I toured Hilltop Estates. A person can live there and have a lot of safety and companionship and still go out into the community because they have transportation. It feels welcoming and cheerful. I've eaten there and I thought the food was good. It's cooked en masse, but they have choices. You can choose between a couple of different dishes or entrees. They have options for different things that a person can do and they have people come in to entertain and everybody in the facility is invited. One time they had piano students come in. However, there's an odor in that place. It's not horrible, which I'm sensitive to, so I noticed it. I took a tour because my uncle was looking for a place and he ended up living there.

Sundial Assisted Living appeared to be pretty good. There were activities going on while I was there. Everything was nice and modern.

It seemed appropriate for my mother-in-law. It was very clean. The rooms seemed fine, and of appropriate size. We ate lunch there, and it was actually very good. The residents looked very happy, and the staff was very accommodating.

We had a brief visit here. The rooms were very nice. The staff was nice and friendly. The community was clean, and the grounds were very nice. The dining area was nice and formal.

The room at Hilltop Estates was really nice. If ever I need to go into a home, I would definitely go there. They had a library, a TV, a game room, and a very nice dining room. The community was very nice. The staff was really nice. The girl at the desk took me by the hand and was so pleasant; we laughed a lot. It was a really nice, pleasant experience. They had everything I would need and more. It was very nice.

The level of care is the most significant factor influencing monthly senior care costs, and that’s especially true in Redding where nursing home prices are more than double the cost of assisted living. Adult day health services are the least expensive option because it’s provided during limited weekday hours only in a communal, community-based setting. Homemaker and home health aide services cost $962 more per month than assisted living based on 44 hours of care per week. Financial Assistance for Assisted Living in Redding
Medicaid in California
Medicaid, the federally mandated, government-funded health plan for low-income children, adults with disabilities and seniors, provides one-in-four California residents with access to emergency, primary, acute and long-term health care services.
Known as Medi-Cal, California Medicaid eligibility includes monthly income limits currently set at $1,242 per month for individuals ($1,682 per couple) and a $2,000 asset limit ($3,000 for married couples applying together).
All income is counted while some assets are considered Medicaid-exempt, such as one vehicle, a prepaid burial contract, clothing and household furnishings and an owner-occupied home, regardless of the value of the home.
Note: There is also a 30-month Medi-Cal look-back period in California to prevent applicants from disposing of excess assets in order to enroll in Medicaid.
Seniors who don’t qualify for Medi-Cal because their income is too high may be able to enroll under the Aged, Blind and Disabled – Medically Needy Program.
ABD-MN is also known as a share-of-cost program because it allows seniors to pay a predetermined amount of their excess income towards medical costs each month, which Medi-Cal coverage then becomes active.
Assisted Living Waiver
Seniors with no-cost Aged and Disabled Medi-Cal coverage who require the level of care normally provided in a nursing facility may qualify for community-based personal care services through the Assisted Living waiver, a Home and Community-Based Services Medicaid waiver.
This program lets seniors age in place at a participating assisted living facility rather than a nursing home, and it funds medically necessary services and supports, such as:
- Personal care
- Prepared meals
- Intermittent skilled nursing
- Medication management and administration
- Homemaker service
- Transportation
- Recreation and leisure programming
- Case management
Assistance is also available to seniors who currently live in a nursing facility and would like to transition into assisted living with support from ALW services.

Other Financial Assistance Programs for Assisted Living
VA Aid and Attendance Benefits and Housebound Allowance
Veterans and survivors who qualify for regular VA pension benefits and have a disability or chronic illness that dramatically impacts their physical and/or cognitive abilities may qualify for increased pension rates under the VA Aid and Attendance Benefits or the Housebound Allowance.
For Housebound, applicants must be largely restricted to their home due to a permanent disability. For Aid and Attendance, applicants must have severely limited vision, be bedridden, live in a nursing home or need another person to assist them with activities of daily living.
Note: Qualifying conditions don’t need to be service-related, and applicants may only collect either the Aid and Attendance or Housebound pension.

Optional State Supplementation
