The people at Simi Hills are very nice. Nobody is moving about and doing their things; everybody is kind of behind closed doors. It is a little bit hard to tell, then, but the facility is nice, and it looks like it could be a fun place when everybody is allowed to be outside their rooms. I saw a very small vacant studio room, which is what I was looking for because my grandfather doesn't have a lot, and the price is very important to us. It has a small kitchenette area and a nice bathroom. It is a first-floor room, so it has a spider door and a little walkout patio, too. I don't have a lot to compare the place to, but it's a nice building. They have a library and a nice big room where the residents can do puzzles and all kinds of things.

We had a nice visit at Simi Hills. They were very friendly, nice, helpful, and honest about what they could offer. We liked the area and it was a lovely place. They seem to have a lot of activities.

Simi Hills was very nice, very quiet, very elegant, and the people were very friendly. I have only good things to say about them. They gave me information and some material to read at home. There were plenty of activities for the residents. They showed me all the places where they have bingo and games. They showed me the outside where they can go and talk to each other and where they can take their pets. The food was good, but a little bit too much. I liked their studio apartment.

Financial Assistance for Assisted Living in Simi Valley
Medicaid in California
Low-income Americans with limited resources who can’t afford health insurance may qualify for coverage through the jointly funded federal and state program known as Medicaid. The California Medicaid program is called Medi-Cal, and it serves the health care needs of one-fifth of the state population, including over 1.5 million disabled and elderly residents.
Qualifying for Medi-Cal Long-Term Care Coverage
Simi Valley residents must be U.S. citizens or legal immigrants to qualify for Medi-Cal coverage. Applicants also must be aged 65 or older or disabled or blind if younger and have no more than:
- $2,000 in countable assets and $1,242 of income per month as a single person
- $3,000 in total countable assets and $1,682 in monthly income as a married couple if both need coverage
Under Medi-Cal rules, all sources of income count against the monthly limit, but certain assets are excluded, such as a primary home, irrevocable burial trusts, personal effects, household goods and one vehicle.
Exceptions to Medi-Cal Financial Limits
Individuals who successfully apply for Supplemental Security Income benefits are immediately enrolled in Medi-Cal with full-scope coverage. Seniors assessed as needing nursing home care qualify at any income level if they meet the program’s eligibility requirements and asset limits.
Seniors with incomes exceeding the Medi-Cal limits may qualify on a share of cost basis. To meet the SOC requirements, Medi-Cal applicants must spend a predetermined amount of their income on allowable medical expenses. Once this figure has been reached, Medi-Cal coverage can begin.

California Assisted Living Waiver
Medi-Cal-eligible Simi Valley residents who meet the requirements for nursing home admission may apply for the Assisted Living waiver, which offers the alternative of receiving care services in a state-licensed assisted living facility.
To be eligible for the ALW, applicants must meet the Medi-Cal enrollment criteria with zero share of cost. The program doesn’t pay facility room-and-board fees, but it does provide case management and various services, such as:
- Personal care
- Medical equipment and supplies
- Intermittent skilled nursing care
- Nonmedical transportation
- Medication management
The waiver is only available in 15 California counties, and Ventura County doesn’t offer the program. Simi Valley seniors who prefer to live in a community setting can still apply if they’re willing to relocate to a nearby participating county, such as Kern, Los Angeles, Riverside, Orange or San Bernardino.
Not all assisted living facilities accept the waiver, and the statewide enrollment number is capped, so seniors willing to relocate may have to wait to receive services based on availability.
Interested Simi Valley residents can learn more about the ALW program and how to begin the application process by contacting a state-approved Care Coordination Agency in the county of their choice.
Other Financial Assistance Programs for Assisted Living
Aid and Attendance Benefits and Housebound Allowance
The Veterans Administration offers two benefit top-up programs that may help Simi Valley senior veterans and their surviving spouses who presently receive a regular VA pension and have increased care needs.
The Aid and Attendance and Housebound programs are available to those currently not receiving a VA disability pension who earn $22,577 or less per year. Applicants must also have been honorably discharged after a minimum of 90 days of active duty service, with at least one day during wartime. These two benefits can’t be received concurrently and applicants must meet the following program-specific criteria:
To apply for the Housebound allowance, seniors must have a 100% VA disability rating and be generally confined to their home
To qualify for Aid and Attendance benefits, applicants must have one of these conditions:
- Disabling vision loss or severe concentric contraction of the visual field that doesn’t improve with correction
- Chronic illness or disability that keeps them largely confined to bed
- Physical or mental incapacity that necessitates nursing home admission
- Inability to perform normal activities of daily living without caregiver assistance

California Optional State Supplementation
Simi Valley seniors and blind or disabled adults who receive Social Security Income benefits may qualify for an additional monthly cash benefit through the California Optional State Supplementation program.
The amount enrollees receive is based on the federal benefit rate and subject to change each year as well as their income, marital status and living arrangements. Currently, the highest combined SSI and OSS benefit provided to single people residing in assisted living facilities is $1,194.37 per month, while couples may receive up to $2,388.74.
