I have used them. I'm disappointed in the service that I got overall. They don't train the staff, sometimes they don't show up. Sometimes they come, sometimes they don't, and nobody calls and they don't have replacements. I wish they would really say what they have to offer because they say a lot of things but they don't offer them. They don't have training nor the proper staff. I would suggest they train their staff and pay them more, plus give commitments.

This facility has changed ownership four times since my Mother\'s arrival in 2009. When she moved in the staff was adequate; the grounds were beautifully kept and there was a lot of attention to detail. Her rent at move-in was $2500.00 a month with all-day dining (beautiful meals), housekeeping and laundry service. Dining hours are now limited; there is no more all-day dining. That left with the second owner. Fast forward to 2019. We are now on our fourth owner. Her rent is now $4,000.00 a month and they are raising it by $200.00 on the 1st of the year. There is a large vacancy at this facility now. They are replacing carpet and painting the empty apartments to justify the $4200.00 a month. The problem is, my Mother has been there 10 years and the only thing that has been replaced in her apartment was the refrigerator because it died. The capper was seeing corn dogs and tater tots on the menu for dinner the other night. The price of hot dogs has skyrocketed I guess. The food is abominable and these folks don\'t seem to care much about people who deserve respect and care for the money they\'re asking. .. It has really declined. /;

My dad moved into Vacaville Retirement Community - Happy Living by Cogir independent living. They're very friendly and accommodating. They're in the process of remodelling all of the apartments so everything is being upgraded. The dining room is well-tended and my dad compliments the food a lot. My dad is in a fully upgraded studio with a small kitchenette. They've got three meals a day from 11 to 7. They've got a full calendar of activities, transportation, and activity room. It seems like everybody is active and likes where they are. There is a library and lots of really nice sitting areas. The staff is excellent, very friendly, personable, make an effort to get to know the people, and very accommodating. They complete requests within the same day, not the next day.

If you love your family member keep looking. Here are some of the issues in less than two and half months of my mother living there. *First night in respite care, as they sat my mom on bed, it collapsed. They hadn\'t connected the frame. *They never cleaned the patio--so many spider webs, she had large spider in bed. *Employee did not close catheter bag, and it leaked all over carpet all night. They had nothing to help absorb it and had housekeeping vacuum. Odor was terrible *after complaints they shampooed carpet making it so wet, she slipped. *final straw was a cockroach in her ear. When one employee went to take picture of it another stopped her. What are they hiding?

Vista Prado is very clean and very bright. We're very happy, and the service has been very good. Everybody I've had contact with has been very friendly to me and my father. The food is good. It's been a very good experience so far. They have a very good activity program. They take them out on little tours, scenic drives, and activities in the activity hall all day long. The facility is in good condition.

We visited Brookdale Vacaville Leisure Town. We liked it, but my parents are going to live with my sister. I liked the apartments. They looked spacious, very clean, and well maintained. There were people sitting in social rooms talking, but we didn't see any activities. We saw the dining room, and it looked nice, and the food looked good, but we didn't eat anything. I talked to one person and she was fine. Everything was very well maintained. It was in a nice area with lots of trees.

My visit with Paramount House Senior Living was very nice. Their dining room menu seemed to be good. The personnel were really upbeat and interested in who we were. We saw a one-bedroom and it was adequate. It had a nice window that looked outside in the back and had a hummingbird feeder . They play games daily like bingo, and they have somebody who comes in and sings with them and plays the piano. The staff was very efficient, very nice, and concerned about what our concerns were. They were really good.

Brookdale Vacaville Leisure Town is fairly clean and nice. The furniture is somewhat dated. It has a little bit of Victorian atmosphere to it, which is nice. The courtyard is nice. The food is mundane. It has a lot of preservatives in it. They say that they will take up food to the residents if they're having a difficult time coming down to the cafeteria, but sometimes they don't get up there for an hour or an hour and a half and by the time they do, it's cold. Sometimes they don't put back all the clothes that they take out to have them laundered, and sometimes other people's clothes get in there as well. They don't clean off anything that has medications or appliances. The person or the family has to clean all that off. The bathroom is only cleaned lightly. They don't do a really good job cleaning the stalls and the sinks. They don't do a good job in the kitchen. They do vacuum, but it's very lightly. We asked how much it would cost to have somebody come in and help her with her medications and they said they would do a flat $500 a month. They're not very helpful to the people who live there. You have to pay a much higher price to get satisfactory care from them.

Oakwood Memory & Senior Care was an old apartment building that they renovated into a memory care facility. It's very crowded with a lot of people, and I don't think the number of staff was enough to take care of the residents. The environment was not very good, and they're right next to a busy shopping center. I don't like it.

Financial Assistance for Assisted Living in Solano County
Medicaid in California
Medicaid is a national health plan that provides low-income children, adults with disabilities, pregnant women and seniors with access to essential health services. It’s funded through the federal and state governments and administered at the state level.
All Medicaid programs must include certain mandatory benefits, such as:
- Nursing facility services
- X-rays
- Laboratory services
- Transportation to Medicaid-funded services
- Emergency care
- Inpatient and outpatient hospital services
- Doctor visits
Individual states may also offer optional Medicaid benefits, such as:
- Dentures and dental care
- Eyeglasses and optometry services
- Prosthetics
- Respiratory therapy
- Chiropractic services
- Assistance with activities of daily living
- Skilled nursing
- Case management
- Prescription medication coverage
- Hospice care
Qualify for Long-term Medical
In California, the Medicaid program is called Medi-Cal, and seniors need to meet the following income and asset limits to qualify for long-term care coverage:
- Have a monthly income of $1,242 or less (individual), or
- Have a monthly combined income of $1,682 or less (couple applying together)
- Own $2,000 or less worth of countable assets, or
- Own $3,000 or less worth of joint countable assets when applying with a spouse
Some assets are excluded from these limits, including:
- A life insurance policy worth no more than $1,500
- An irrevocable, prepaid burial plan and plot
- Household items
- One vehicle
- A home owned and occupied by the applicant and/or their spouse
Medi-Cal Share of Cost
Seniors who have assets that fall within the Medi-Cal limits but are deemed ineligible for enrollment due to excess income may be able to enroll through a Share of Cost agreement.
Also referred to as a Medicaid spend-down program, SOC is similar to an insurance deductible. Seniors must use a predetermined amount of their excess income on approved medical expenses each month in order to reach their SOC limit. Once they have reached their monthly SOC limit, Medi-Cal coverage is activated for the rest of that month.
It’s important to note that Medi-Cal participants who have a SOC agreement are excluded from Medi-Cal home and community-based waiver programs.
Assisted Living Waiver
The Assisted Living waiver is a Medi-Cal nursing home diversion program for seniors who meet the clinical criteria for nursing home placement and are able to reside in assisted living facility with additional supports. Applications are accepted from seniors who need placement in a long-term care facility as well as from seniors who currently live in a nursing home.
ALW services include adult day programming, personal care, housekeeping, transportation and medication management. Supports include provision of a medical alert system, prepared meals and snacks and individual case management.
ALW services are delivered in specific assisted living facilities that participate in the program, however, the program is statewide. There are currently no placements available in Solano County, so seniors who are accepted must agree to a placement outside of the county.

Other Financial Assistance Programs for Assisted Living
Optional State Supplementation
Seniors aged 65 and older who qualify for Supplemental Security Income benefits and need to live in an assisted living facility due to physical and/or cognitive limitations may be eligible for the Optional State Supplementation program.
The OSS tops up the monthly federal SSI payment to help seniors pay for their monthly assisted living costs. Single seniors may be provided with up to $1,194.37 in combined monthly OSS/SSI benefits, and couples may receive up to $2,338.74 per month.

Elderlife Financial Assisted Living Bridge Loan
Seniors who are selling their home, liquidating assets or waiting for private insurance benefits may qualify for Elderlife Financial’s assisted living bridge loan. This loan is set up as a 12 month open line of credit to give eligible seniors access to interim funds to finance a move into an assisted living facility.
As this is an unsecured loan, applicants must have a high credit score to be approved, and up to six people can be listed on the loan application. There’s no cost to apply, applications can be processed over the phone in about 15 minutes, and a response is usually provided within 24 hours.
Applicants approved have access to the funds immediately. Money from the loan can be sent directly to the assisted living provider, and monthly payments are interest-only based on a prime-plus interest rate. The loan balance can be paid in full at any time without penalty.

Nutrition and Transportation
Meals on Wheels Solano County operates eight dining sites where low-income seniors can participate in a communal dining program. The suggested donation is $4 per meal. Veterans Services
Solano County Veterans Services helps veterans, survivors and dependents collect their maximum entitlements from state and federal benefit programs.
Outpatient VA health services, including primary care, physical therapy, neurology and mental health is available at the Fairfield Outpatient Clinic. Emergency and inpatient care is provided at the adjacent David Grant Medical Center located on Travis Air Force Base.
