Reviews of Assisted Living Facilities in Ventura County

I visited this facility

I went to tour Atria Las Posas for my parents, but they were not informed that I was coming. I guess they had other facilities, so they thought that maybe there was an opening in one of the other ones, so they went ahead and gave me the tour. It was kind of a breeze because again they were not expecting me. It was a nice facility, and the people were as nice as can be. The place looked fine, and I would say they were a decent place. The location was nice. The rooms were more like bedrooms. It had a courtyard, a dining, and a big TV room.

I visited this facility

The people at Simi Hills are very nice. Nobody is moving about and doing their things; everybody is kind of behind closed doors. It is a little bit hard to tell, then, but the facility is nice, and it looks like it could be a fun place when everybody is allowed to be outside their rooms. I saw a very small vacant studio room, which is what I was looking for because my grandfather doesn't have a lot, and the price is very important to us. It has a small kitchenette area and a nice bathroom. It is a first-floor room, so it has a spider door and a little walkout patio, too. I don't have a lot to compare the place to, but it's a nice building. They have a library and a nice big room where the residents can do puzzles and all kinds of things.

I am a friend or relative of a current/past resident

My mother-in-law is in OakView. It's a really great facility. The staff is really attentive. It's very lovely, very clean, warm, and homey. It's also conveniently located because we live really close by. We have been really happy with the staff and the things that they offer there. She is actually on hospice care, so she is not receiving any physical therapy. Communication is really good. They're really honest. There is regular communication and updates. Her room got a really nice big window with a view of the trees outside. It's a nice sized room. Instead of the fluorescent lighting in a hospital, her room has warm lighting, which we appreciate. There is a wardrobe with a TV and a place to sort her clothes. It feels like a well-appointed hotel room. It's nice.

I am a friend or relative of a current/past resident

My mother moved in. We think it's the exact thing she needed, she's doing really well, and they take good care of her. She has a small room with a bathroom, but they also have shared rooms. They have exercises, they have a movie theater, they play games, and they have a bible study and church services on Sundays. They have a courtyard she can go into if she wants fresh air.

I visited this facility

We had a nice visit at Simi Hills. They were very friendly, nice, helpful, and honest about what they could offer. We liked the area and it was a lovely place. They seem to have a lot of activities.

I visited this facility

Simi Hills was very nice, very quiet, very elegant, and the people were very friendly. I have only good things to say about them. They gave me information and some material to read at home. There were plenty of activities for the residents. They showed me all the places where they have bingo and games. They showed me the outside where they can go and talk to each other and where they can take their pets. The food was good, but a little bit too much. I liked their studio apartment.

I visited this facility

It was nice, clean, and pretty. They offered a lot of good things for the elderly people. The person who helped me there was very nice, knowledgeable, friendly, and made me feel very comfortable. The dining area looked very nice.

I am a friend or relative of a current/past resident

My parents have moved in. The community is friendly. We like it. The interior is beautifully decorated, and they change it with the season. Most of the staff members are very friendly. However, the food is not that desirable. Sometimes when I visited and ate there, the people were sending their food back because it was either cold or they were not too happy with it. They have lots of different activities. They have bingo and movies every night. They have monthly celebrations and birthday celebrations.

I am a past client of this provider

We had a caregiver from Trusted Family Homecare twice. We're very happy with her. I called about two weeks ahead of time and I was all set after a week. My mother is self-sufficient, so what we wanted was someone to keep her company and to keep an eye on her. She came in twice a day, an hour in the morning, an hour in the afternoon. She made her bed and did jigsaw puzzles and some crocheting. She's just like a companion. She's very warm and easygoing. My mom appreciated that she seemed to be on the ball. They were excellent and made it easy for us to pay.

Care Cost Comparison

As with all other areas, the price of nursing home care in Ventura County is significantly higher than all other senior care options. This is because nursing homes provide around-the-clock skilled nursing care and a high staff-to-senior ratio when compared to the level of staffing in an assisted living facility.  In-home care from a homemaker service or home health aide in Ventura County costs slightly more than assisted living, since the staff member must travel to the seniors’ home and services are provided on a one-to-one basis. It’s important to note that residential care services for seniors usually includes room and board, whereas in-home health does not.  Cost of Homemaker/Home Health Aide Comparison Chart

  • Assisted living: $4,575
  • Homemaker services: $5,030
  • Home health aide: $5,119
  • Adult day health: $1,712

Financial Assistance for Assisted Living in Ventura County

Medicaid in California

Nearly one in five California residents are covered under Medicaid, the national health insurance program that helps low-income, low-asset Americans access basic health care. Medicaid funding comes from the state and federal government and each state administers their own Medicaid program.

The California Medicaid program is called Medi-Cal and it’s administered through the California Department of Health Care Services. Coverage includes benefits that are deemed to be medically necessary, including outpatient clinic services, emergency services and rehab services and devices. For seniors, Medi-Cal may also provide coverage for long-term services, such as placement in a skilled nursing facility, home and community based supports and assisted living.

California residents who receive Social Security Income (SSI) payments automatically qualify for free Medi-Cal coverage, while adults aged 65 and older who meet strict income and asset limits may also be eligible for no-cost coverage under Medi-Cal.

Seniors need to earn less than $1,242 a month for a single, and $1,682 per month for a couple to qualify for Medi-Cal coverage. They also need to own fewer than $2,000 in countable assets when applying as an individual, or $3,000 when applying with a spouse.

Note: California Medi-Cal does not place an upper limit on the value of an applicant’s principal residence, which qualifies as an excluded asset. Medi-Cal enrollment is open year-round.

For help enrolling in Medi-Cal, contact Ventura County Health and Human Services at (805) 654-5000.

At this time, Ventura County does not participate in the California Assisted Living Waiver program, however, that may change as the ALW is currently under review by the California Department of Health Care Services.

The Multipurpose Senior Services Program

The Ventura County Area Agency on Aging does offer a Multipurpose Senior Services Program which provides Medi-Cal eligible seniors who have nursing home level care needs with care management and support services in an assisted living facility.

Through the MSSP, seniors are provided with a personalized care plan developed by a designated registered nurse or social worker in consultation with the senior and their family. Services may include:

  • Medically-necessary equipment, such as wheelchairs, canes, raised toilet seats and bath chairs
  • A medic alert system, access ramps and heaters or fans
  • Homemaker services
  • Personal care to assist with activities of daily living, such as eating, dressing, and grooming
  • Transportation
  • Adult day services
  • Assistance accessing community services

Note that the MSSP is currently capped at 160 client slots in Ventura County, and qualified applicants may be placed on a waiting list. The number of MSSP client slots is subject to change based on regular reviews by the Department of Health Care Services and the California Department of Aging.

To learn more about the MSSP, contact the Ventura County Area Agency on Aging Case Manager at (805) 477-7325 or (805) 477-7300.

Other Financial Assistance Programs for Assisted Living

Optional State Supplementation

California seniors who receive SSI payments and reside in an assisted living facility because of age-related deterioration may be eligible for state-funded SSI top up money through the Optional State Supplementation program

Under the OSS, the maximum combined total of federal and state funds available to seniors who are 65 or older in assisted living is $1,194.37 per month for an individual, and $2,388.74 for a couple.

Veterans Aid and Attendance Benefits and Housebound Allowance

Aid and Attendance Benefits and Housebound Allowance are two VA pension top up programs available to veterans who are housebound, bedridden, have severe vision loss and/or require help every day to complete one or more activities of daily living.

To qualify for the Aid and Attendance Benefits, applicants must meet at least one of the following conditions:

  • Require help from another person daily to bathe, dress, eat, manage a prosthetic device or perform any other task of daily living
  • Be largely bedridden
  • Live in a nursing home to receive care for a physical and/or mental disability
  • Have corrected vision in both eyes tested at 5/200 or worse, or suffer from concentric contraction of the visual field to 5 or fewer degrees

To qualify for the Housebound Allowance applicants must have a VA disability rating of 100 percent and be largely confined to their principal residence as a result.

Applicants may not be receiving a VA disability pension, and approval can only be granted for either Aid and Attendance Benefits or the Housebound Allowance. Disability does not need to be service-related for these two programs.

For more information about the VA Aid and Attendance and Housebound Allowance contact Ventura County Veteran Services at (805) 477-5155 or the Ventura Vet Center at (805) 585-1860.
