All in all, it has been good. The general facility is clean and welcoming. Everyone is very friendly on the staff. Sarah has been extremely helpful with everything and responds to out calls and/or emails/ texts immediately. She has communicated our needs to the appropriate staff and as assisted in transferring our mother to more appropriate rooms. Brenda, and of course Livia, are always welcoming and willing to help! Sheena at the front desk is very friendly and welcoming. Jen on the third floor has also been very helpful and thorough. Fiona has been informative and helpful, and Al from maintenance has been very helpful, come quickly and is very accommodating.

My 96 year old mother was at Whitney Rehab. Although, going from living on her own in her own home to living in a nursing home was absolutely not my mom\'s desire, it became the only safe choice for her. We could not have been more satisfied with the care she received and the way we, the family, were treated by all staff. From Sheena, at the front desk, always being a bright spot, to Brenda in Patient Relations who was able to assist my mom and us several times, to Sally the social worker, Josh and his PT/OT team, Agata in Billing - all were always available and willing to listen and assist us. I cannot say enough about how grateful we are for their being so caring and compassionate, from David who, among other things, cheerfully brought my mom her lunch tray each day, to Nurse Maria who kept us informed of all changes, to the many other staff who I was able to observe and be so pleased by with the way they took care of my mother. Whitney Rehab went above and beyond in their care of my mom.

This is now the second time that I have been back at Advanced Center for Nursing and Rehabilitation. When they told me at the hospital that I was going to need rehab I immediately knew where I wanted to go. Nobody wants to go to a nursing home but if you have to, this is really the place to go. Everyone is so caring. I’ve only been on the first and the 3rd floor but everyone is just wonderful.

I visited Cedar Woods, and I was very impressed. It was a small apartment, but I thought there was plenty of space inside, and it was nice. They had activities. The food looked like it was good, and they have 3 meals a day. What I liked was the apartment, I thought it was nice. They had bingo, but I'm not sure what else. They have an exercise room, and they have a room that shows movies. They have lovely grounds, and they have barbecues outside too. The facility was very clean.

We loved Solstice Senior Living at Guilford. Mom's actually gonna move in there. We liked that it was a community where she could get involved. Since COVID happened, they've cut down a bit, but they have social hours, and I know the dining room is opening April 1. They got the OK from the state that they can open the communal dining area again. She lives by herself and she's all alone, so it would be really good for her to make friends and get into a little community kind of living center. They feed them all three meals, and they are included in the monthly fee, they take care of the linens every week, they do housekeeping every week, she gets a Med-E-Lert sensor, and she can have a pet. They're pet friendly. It was very nice, and it's very close to my home, so I think that was the biggest selling point. She's right down the street. They provide transportation to visits, they will take her to the doctor's appointment and bring someone in with her, so she'd have an assistant with her or someone to take care of her. The staff member was wonderful, very informative, explained everything, and went over everything with us. She didn't pressure us into anything at all, and she gave us enough time for my sister to run all the finances. If things should change that somehow we couldn't do it, we can get out of it right now. We put the deposit in, but should something change, there's no penalty if we change our mind before then. They have an on-site laundry for them to do their own laundry, but it's not open right now due to COVID, and that's the downfall. I'll have to take her laundry out, but that's supposed to be back open soon. We met the greeting people at the front door, and a few of the residents, and they were all really nice. The food menu had a big variety, there are specials every day where you can pick from hot dogs or chicken. If you don't want the special, they have another little menu that you can choose from, and they also deliver it to your room if you don't want to eat in the dining room. It's not like cafeteria food. We did virtual tours of the other places, and we liked this the best. The apartments were really nice and set up really conveniently for her. She's got macular degeneration and it's very hard for her to get around, and they have those accessible tubs, walk-in tubs, and they're changing the toilet for her. They're getting her a high-rise toilet instead of a regular toilet. They're redoing the floors and everything to accommodate her, so it's really nice.

I visited Atria Larson Place in Hamden. It's nice, but because of COVID we couldn't really take a full tour, and they also haven't had all their vaccines yet. It's very clean, and they took precautions, so everyone was wearing gloves and masks, and I felt very comfortable there. They showed me the rooms. They had one-bedrooms and two-bedrooms, they had different sizes, and they were all very nice with good configurations. They were all very nice. It was a very nice community, and they were very accommodating. They also have a very good record.

Solstice Senior Living at Guilford was lovely, and the tour was fine. It's just too far out. We prefer the location of Madison because it's in town. The staff was very nice. The apartments are lovely. They have a library and an exercise area. The facility is large.

According to the Genworth 2018 Cost of Care study, the cost of assisted living in New Haven County is a bargain compared to many other areas. At $3,435, the monthly cost is almost $600 below the national average and around $1,300 lower than the Connecticut average.

Financial Assistance for Assisted Living in New Haven County
Medicaid in Connecticut
New Haven County seniors who meet the eligibility requirements can receive health care coverage and long-term care services through the Connecticut state Medicaid plan known as HUSKY Health.
To qualify for HUSKY Health for long-term care, seniors must be legal residents of Connecticut and aged 65 and older or have a qualifying disability. The asset limit for applicants is $1,600 for individuals and $3,200 for married couples both seeking care. These asset limits don’t include personal belongings, one vehicle, household furnishings, prepaid funeral and burial arrangements and a primary home with equity less than $878,000. Additionally, an applicant’s gross monthly income can’t exceed 300% of the Supplemental Security Income federal benefit rate, which currently equates to $2,313.
New Haven County seniors can apply for HUSKY Health online or by calling (877) 284-8759.
Connecticut Home Care Program for Elders
The CHCPE waiver was created to help Medicaid-eligible seniors who require a nursing level of care remain in their homes or communities. Those unable to live independently may use this waiver to ease the financial burden of moving into a managed residential community, Connecticut’s name for assisted living facilities. This waiver is not an entitlement and may require placement on a waiting list due to statewide enrollment limits.
Depending on an applicant’s income and resources, the waiver may cover the entire cost of assisted living or just care services, so some seniors may have to pay for room and board.

Other Financial Assistance Programs for Assisted Living
Connecticut State Supplement for the Aged, Blind and Disabled
The CSSABD program provides cash assistance to qualified seniors who have at least one source of income, such as Social Security benefits, veterans benefits or Supplemental Security Income. To be eligible, applicants must be aged 65 or older or have a qualifying disability. Monthly income levels must be below the state-determined standard of living and assets can’t exceed $1,600 in value for individuals or $2,400 for married couples.
To apply for the CSSABD, call the Connecticut Department of Social Services Benefit Center at (855) 626-6632, complete an online application or visit the New Haven field office at 50 Humphrey Street to apply in person.
Elderlife Bridge Loan
New Haven County seniors can apply for a bridge loan through Elderlife Financial to help pay the initial costs of moving to an assisted living facility. These loans offer terms of up to 12 months and are ideal for seniors waiting for long-term funding sources to become available, such as Social Security or veterans benefits or proceeds from the sale of a home. Elderlife allows up to six family members to apply to increase a senior’s approval odds. Approval decisions are made quickly, and many applicants receive funding for their loans within 24 hours. Seniors have the option of opening a line of credit or receiving a lump sum payment.

Long-Term Care Insurance
Seniors planning for their future care needs may consider a long-term care insurance policy to help pay for assisted living. These policies are designed to cover many of the care expenses that come with illness or aging. Coverage and monthly premiums are based on an applicant’s age and health history and may vary between providers.

The south-central portion of New Haven county is home to 23 senior centers , and an additional seven are found in the northern half of the county.
