Medicaid in Florida

Medicaid is the national health insurance program that’s jointly funded by the state and federal governments. It aims to provide free basic health coverage for Americans who have a low income and own few assets. 

In Florida, four out of every seven nursing home residents are covered by Medicaid and nearly two-thirds of the states’ $23 billion Medicaid budget goes towards services for the disabled and elderly. 

As with all states, Florida has strict asset and income limits for Medicaid eligibility. Seniors who already receive SSI payments are prequalified for basic Medicaid coverage.

Statewide Medicaid Managed Care Long-Term Care Program

Low-income seniors who need the type of long-term care services that are normally provided in a nursing home may be eligible for assistance under the Statewide Medicaid Managed Care Long-Term Care Program. This program is designed to reduce the number of low-income seniors living in nursing homes in Florida by funding additional services within an assisted living setting. 

To qualify for the SMMC LTC, seniors must earn no more than $2,313 per month and own no more than $2,000 in countable assets when applying as an individual. Couples applying together can earn a maximum of $4,626 per month and own no more than $3,000 in countable assets.

Other Financial Assistance Programs for Assisted Living

Optional State Supplementation

Seniors who receive Supplemental Security Income benefits and live in a licensed assisted living facility may be eligible to receive an additional $78.40 per month for an individual and up to $156.80 for a couple under the Florida Optional State Supplementation program. 

This program is designed to help qualified seniors pay for the room-and-board portion of their monthly assisted living costs.

Veterans Aid and Attendance and Housebound Allowance

Eligible veterans and their surviving spouses who receive a regular VA pension and have a permanent condition rendering them either housebound or requiring assistance daily, may be eligible for a pension top-up fund through the Veterans Aid and Attendance and Housebound Allowance. 

To qualify for the Housebound Allowance, veterans must have a condition that largely restricts them to home. For the Aid and Attendance benefits, veterans must meet at least one of these criteria:

  • Live in a nursing home
  • Have severely limited vision tested at 5/200 or worse
  • Need help daily from another person to manage a prosthetic device, eat, use the toilet or complete any other activity of daily living
  • Be bedridden as a result of a chronic illness or disability 


Note: applicants may only receive either VA Aid and Attendance Benefits or the Housebound Allowance regardless of whether they meet the criteria for both programs. Qualifying conditions don’t need to be service-related. 

Veterans who are already receiving a VA disability pension are excluded from these programs.
