According to Genworth’s 2018 Cost of Care study, assisted living costs in Newnan are more affordable than national costs, with the area’s monthly median ($3,390) trailing the national median ($4,000) by about $600; however, Newnan’s average costs are slightly higher than the state average ($3,100). While long-term care is often associated with nursing home facilities, that’s just one variety of care. Seniors have many care options and each come with different costs and budgetary considerations. In Newnan, for example, nursing home care is most expensive; monthly costs for a semiprivate room ($6,753) are double the costs of a room in an assisted living facility ($3,390). In-home care tends to be more expensive as well, with average costs ($3,813) outpacing those of assisted living facilities by about $400 per month. When creating a long-term care budget, seniors must also allot funds to the additional expenses required by each type of care. In assisted living facilities and nursing homes, standard housing expenses, such as rent, electricity, waste removal and food, are often included in the monthly bill. Georgia’s Medicaid program gives eligible seniors access to low-cost health care. Many benefits and services are covered by Medicaid, including doctor and nurse visits, prescription drugs, inpatient and outpatient hospital services, emergency services, medical equipment, exams and dental care. While the costs of nursing facilities and hospice care services are often covered by Georgia’s standard Medicaid plan, seniors who want to live in assisted living facilities will need to apply to additional waiver programs.
To receive Medicaid assistance, Newnan seniors must meet the state’s basic eligibility criteria. They must be age 65 or older and a U.S. citizen or qualified immigrant. In Georgia, income and resource limits vary by Medicaid category. The income limits for SSI recipients are $771 per month for individuals and $1,157 per month for couples.
Seniors with incomes that exceed the standard Medicaid limits may be eligible for the Medically Needy Spend-Down program. To qualify, they must have unpaid medical bills that, when factored into monthly income, bring the total under the limits. Seniors may also be interested in the Georgia Long-Term Care Partnership, which lets users combine Medicaid and private long-term care insurance.
Most Georgia residents eligible for Medicaid apply online or at their local Division of Family and Children Services (DFCH) office. Seniors can apply directly to the Supplemental Security Income (SSI) program. When seniors are approved for SSI, they’re automatically enrolled in Medicaid. If they apply for Medicaid via the traditional means, seniors will have to fill out a separate application for SSI benefits. When seniors are applying to any state benefits program, they should be prepared to offer various documentation, such as a copy of their birth certificate, government issued ID cards and Social Security numbers.
After seniors finish their application, it will be reviewed by an eligibility specialist. Approved seniors will then receive a Medical Assistance card in the mail within two months of their application date.

Community Care Services Program (CCSP)
Newnan seniors with Medicaid coverage may be able to finance assisted living costs via Georgia’s Elderly and Disabled Waiver Program. This program offers two waivers, which can both be used for assisted living care. The first of these waivers is the Community Care Services Program (CCSP), which offers a community-based alternative to nursing home placement. If accepted in CCSP, seniors can choose to live in a state-licensed personal care home. Other services include personal support services, adult day health, emergency response services and respite care.
To receive CCSP assistance, seniors must be Medicaid eligible before or after admission to the program. They must also be able to demonstrate a functional physical impairment and a need for an intermediate level of nursing home care. To begin the application process, seniors can call (866) 552-4464.
Service Options Using Resources in a Community Environment (SOURCE)
Georgia’s Medicaid program also offers SOURCE, a Home and Community-Based Services waiver designed for seniors who fulfill the intermediate nursing home level of care requirements. If seniors are deemed eligible, they get access to assisted living services, as well as personal support services and 24-hour case management.
Eligible seniors must meet the full Medicaid requirements and nursing home care requirements. Once accepted into the program, seniors work with caregivers and support agencies to create an individual care path.
