Rooms are dirty. Place looks out dated and stinks. Nurses haves horrible bed side manner regret sending my mom here for therapy. Screens are cut open with huge holes in windows and walls are dirty and covered in marks. This place is gross!! What a regret! My mother don’t even have bed rails on one side of her bed and dirt all on floor.

Had a tour scheduled for Sunday at 12 and no one showed. Staff were too busy doing lunch and could not show me around. I looked around myself, mice traps every where, residents told me of the mice in their beds and how the food has gotten horrible since a new company took over. The staff did not speak to me, just walked by.

If you want a quality assisted living please take your love one somewhere else. They do not do activities they watch tv in the living room all day every day. They eat meals at 9:00 12:00 and 3:30pm which is dinner. They do not have a chef it’s the aide on duty that cooks. The meals are beans hotdogs chicken salad frozen waffles and cereal everything frozen never fresh. The doctor only sees them when papers need to be signed that’s it. They provide nothing for the residents beyond a bed.

My mother-in-law has been at The Atrium Village for five months now. It has very open floor plans and a very welcoming staff. They're trying to do social distanced activities, and overall she's been very happy. The staff is great, very easy to work with, they answer all of our questions, and they're very good. She's in a 1-bedroom apartment. They have a 1-bedroom, a 1-bedroom with a den, and a 2-bedroom. They have bingo, workout classes, a beauty salon, and a courtyard.

I visited Charlestown, and I saw a 2-bedroom that was occupied at that time. The lady made one of the rooms her sewing room, and it was very clean. Everything was beautiful and very neat. The staff was very friendly and accommodating. We had a meal there, and it was really good. The dining area was spacious, clean and organized. I saw a swimming pool.

My sister was in Meadow Park Rehabilitation and Healthcare Center. Taking her there was like dropping her off at a train station in a wheelchair with nobody to attend to her. They wouldn't even let me come into the lobby in order to sign papers or talk to an administrator. The phone wouldn't work sometimes, and that was our only source of communication, the remote control when they took her in the room that day, they couldn't find it, and so the TV was really loud, there were no grab bars on her bed, so she felt very scared, and it interfered with her health. When she put on her light to call somebody to help, they did not come to change her adult diaper, so her skin was compromised, and it was getting raw. During this season after COVID, there was no professionalism, no accountability, and no follow up. The social worker was very good to us, and if it wasn't for her, I probably couldn't have gotten her out. She worked with me, and she got things turned around in no time, and the therapists were very good too, but the nurses and the aides were not.

Very caring staff who make continual strides to know and serve residents. The periodic care plan meetings are instructive to me as brother to a resident there. Our family is reassured that during this challenging time,he is in a safe and caring residence.

It’s less expensive, however, than the state average of $4,673. Average costs are higher in the California Area ($5,900), the Hagerstown Area ($5,045) and Salisbury ($5,045), while monthly costs in Cumberland ($3,650) tend to be more affordable.

In the Baltimore County area, the cost of senior care depends on the type of care received. Assisted living facilities are affordable when compared to nursing home care, which has monthly fees more than double for semiprivate rooms ($9,733) and private rooms ($10,585). Home care costs are on par with or slightly less than assisted living costs, depending on whether seniors need homemaking assistance or health assistance. When comparing costs, seniors should consider the additional expenses incurred with each long-term care lifestyle. While average assisted living costs exceed home care costs in Baltimore County, seniors who remain at home have to budget for upkeep. Low-income seniors living in Baltimore County may be eligible for the state’s Medicaid program. To receive Medicaid coverage, seniors must be Maryland residents, have a social security number, be a U.S. citizen/qualified immigrant and meet the income limits. The standard state income limits are $16,612 for individuals and $22,490 for two-person households. Income limits for seniors may vary by area, however. Seniors who receive Supplemental Security Income are automatically eligible for the state’s Medicaid program.
Maryland’s Medicaid program offers benefits such as emergency medical transportation and clinic, laboratory, X-ray, medical day care, pharmacy and vision care services. The standard Medicaid plan does not usually cover the cost of assisted living facilities. To receive financial assistance for assisted living, seniors may need to apply to one of the state’s waiver programs.
If seniors are deemed eligible for Medicaid, they are required to choose a managed care organization. MCOs provide seniors with individual care plans. Baltimore County seniors can choose from a range of MCOs, including Aetna Better Health of Maryland, Kaiser Permanente, MedStar Family Choice, Jai Medical Systems and AMERIGROUP Community Care. If seniors do not choose an MCO during the application process, they are assigned one at random. While all Maryland’s MCO programs cover basic health services, such as doctor’s visits and hospital services, other benefits vary by plan. Seniors with specific health needs should research their MCO options before making a selection.

Home and Community-Based Options Waiver
Maryland’s Home and Community-Based Options Waiver provides assisted living facility services to eligible seniors. The program is part of the state’s Long-Term Services and Supports, which takes a person-centered approach to long-term care. The Home and Community-Based Options Waiver offers services such as case management, nutrition counseling, family training, medical day care and assisted living. Seniors enrolled in this waiver also receive the standard Medicaid benefits, including physician care, pharmacy services and accessibility adaptations.
To qualify for the waiver, seniors must demonstrate a need for nursing facility-level care. A uniform medical assessment determines whether a senior’s care requirements meet the criteria. To establish financial eligibility, a representative from the Department of Social Services or the Department of Health and Mental Hygiene assesses the applicant’s income and assets. Once seniors are accepted into the waiver program, they choose a Supports Planning Agency. The selected agency helps seniors develop a long-term care plan that suits their health needs.

Increased Community Services
The Increased Community Services program is designed for seniors currently living in nursing homes. This waiver helps eligible seniors move out of nursing homes and into the community-based care program of their choice, including assisted living facilities. To qualify for the ICS, seniors need to have lived in a nursing home for at least 90 days. This program is for seniors with monthly incomes or assets too high for the Home and Community-Based Options waiver. If seniors are deemed medically and financially eligible for the ICS, they are also eligible to receive Medicaid benefits, ranging from hospital care to pharmacy services.
