Financial Assistance for Assisted Living in Islip

Medicaid in New York

New York Medicaid provides comprehensive health care benefits to eligible low-income state residents over the age of 65. Available services include physician well visits, inpatient hospital care, ambulance transportation and nursing facility care. 

The income limit for a single applicant is $859 per month or $1,267 for married couples with an asset limit of $15,450 for an individual or $22,800 per couple. These limits take into consideration all sources of income. The state has no specific level-of-care requirement for seniors to be eligible for Medicaid services.

New York also offers the Medicaid Excess Income program to assist seniors who incur high medical bills but don’t meet Medicaid’s stringent financial requirements. Through the program, an individual can spend down his income on medical bills until it falls within Medicaid eligibility limits. Medicaid services will then kick in.

Over-income or over-asset seniors can also participate in New York’s Medicaid planning programs. The program matches older state residents with a knowledgeable Medicaid professional who can guide them toward meeting Medicaid eligibility requirements.

Several waivers geared toward seniors seeking assisted living services are also offered through New York’s Medicaid program.

Managed Long-Term Care Program Waiver

For seniors who need a skilled-nursing-facility level of care but prefer to receive care in an assisted living community, New York offers the Managed Long-Term Care program waiver. Services are designed to let seniors continue to live as independently as possible, and benefits include personal care assistance.

Program enrollment is mandatory for Suffolk County seniors who require long-term community care for 120 days or more and qualify for both Medicare and Medicaid. For individuals who qualify for nursing home care but aren’t dual-eligible, the program is voluntary.

Assisted Living Program

Medicaid participants and private-pay seniors currently residing in assisted living facilities who require additional nursing home level of care may also be eligible for financial aid through the New York Assisted Living program. Funds may be used to offset costs of services, such as room and board, skilled nursing, housekeeping or personal emergency response systems. 

For ALP residents to be eligible for this program, they must not require continuous skilled nursing care, be chronically bedridden or be impaired to the point that they’re a danger to other residents.  

State residents who want additional information on Medicaid benefits, eligibility or any associated waivers should visit the NYS Department of Health. Assistance is also available through the Medicaid Planning Assistance page on the American Council on Aging website. Staff at these resources can also pair interested individuals with dedicated Medicaid planners. Eligible seniors can apply for benefits online, at their local Departments of Social Services office or call the Medicaid Helpline at (800) 541-2831.

Other Financial Assistance Programs for Assisted Living

Optional State Supplementation

Seniors currently living in residential care communities and receiving SSI qualify for the State Supplement program through the Social Security Administration. For Seniors living in assisted living facilities, the maximum amount of state funds allotted for an individual is $435 and $1,255 per married couple. This state-funded supplement is added directly to the individual’s federal payment.

VA Aid and Attendance Program

For veterans or surviving spouses seeking to offset the cost of assisted living, the federal government offers the VA Aid and Attendance program. Applicants must be 65 or older, and while a nursing home level of care is not mandatory to qualify, individuals must meet one of the following requirements:

  • Demonstrate a need for assistance with activities of daily living
  • Be mostly bedridden
  • Reside in a nursing home due to physical or mental incapabilities
  • Be legally blind.


Individuals receiving a VA disability pension are not eligible for the program. Your local VA benefits office can provide additional information on the program benefits and application and can help applicants navigate the complex eligibility requirements. Applications may be submitted in person.

Assisted Living Bridge Loans

Assisted living bridge loans provide interim funding for seniors who need short-term financial help with assisted living costs, including initial move-in expenses. Offered by Elderlife Financial Services, bridge loan applications are generally processed quickly and payment can be taken as a line of credit or a lump sum.

Up to six borrowers may submit a single loan application, lessening the importance of individual creditworthiness to improve approval odds. Applicants may be required to furnish information about permanent funding for the assisted living program.
