More than 20 percent of residents in Ohio have free health care coverage through Medicaid, a nationwide health insurance program that is jointly funded by each state and the federal government. Services that are covered by Ohio Medicaid include emergency care, hospitalization, some prescription medications and medical equipment, such as wheelchairs, ostomy supplies and incontinence garments. To qualify for Medicaid enrollment in Ohio seniors must earn no more than $2,313 a month when applying as an individual, and a maximum of $4,626 a month when applying with a spouse. The Medicaid maximum income standards are calculated by multiplying the current Social Security Payment by three, and this number is subject to change periodically. Medicaid also sets limits on the value of assets Medicaid applicants can own. Individuals can own no more than $2,000 in cash, investments and real estate, while couples can own less than $3,000 in countable assets. Medicaid does let seniors own their principal residence without penalty as long as the home is worth less than $585,000. Assisted Living Waiver Ohio also offers an Assisted Living Waiver program to cover the costs of assisted living for seniors who both qualify for free Medicaid coverage and have care needs at the nursing home level. Under the ALW, Medicaid may cover the costs of medically-necessary care as determined by a qualified ALW assessor. Qualified Income Trust Seniors who do not qualify for free Medicaid coverage due to excess income may be able to establish a Qualified Income Trust (QIT), also called a Miller Trust, to become Medicaid eligible. Under a QIT, seniors need to place all of their income that exceeds the $2,313 maximum for Medicaid coverage into a non-revocable trust, which names the State of Ohio as the beneficiary. The funds in the trust can only be used towards the cost of the seniors’ care, and upon death, any money that is left in the QIT goes directly to the state to reimburse the cost of care paid by Medicaid. Optional State Supplementation Like many states, Ohio has a state-funded program known as Optional State Supplementation that increases federal Supplemental Security Income benefits for seniors who qualify for free Medicaid coverage and need to live in an assisted living facility due to age-related deterioration or impairments. State-funded SSI benefits for seniors in assisted living must be used towards the cost of room and board. The current maximum OSS payment for a single senior is $1,180 a month, while couples may receive a maximum of $2,170 a month. The Tipp City Senior Center is a newly-constructed community center where seniors can participate in a wide range of social, educational and wellness programs and activities designed to help area seniors meet new friends and stay active.
