Medical Assistance, the Virginia Medicaid program, is administered by the Department of Medical Assistance Services. MA covers a variety of health care costs for low-income residents, including elderly and disabled persons. Some of the services covered by the state MA plan include behavioral health care, dental care, prescription medications and primary care.
To qualify for MA as an elderly person, applicants must be aged 65 or older and meet the following financial requirements:
- Single applicants are allowed a maximum income of $832.66 per month and up to $2,000 in countable assets
- Spouses applying together are allowed a maximum income of $1,127.33 per month and up to $3,000 in countable assets
MA considers income from all sources. Some assets are exempt, including the applicant’s home, car and personal belongings.

Commonwealth Coordinated Care Plus Waiver The
CCC Plus waiver provides eligible elderly and disabled adults with all-inclusive coverage for community-based long-term care services and supports, medical care, nursing care and behavioral health services. Approved applicants work with one of six
managed care organizations to have their needs assessed and receive coordinated services. Enrollment in the waiver program is mandatory for all eligible Virginia residents.
To qualify for the CCC Plus program as an elderly person, Fairfax County residents must be aged 65 or older, MA-eligible, have an income limit of $2,313 and asset limit of $2,000 (per individual) and be assessed as requiring the level of care normally provided in a nursing home facility.
