In Fairfax County, the average cost of assisted living is $5,000 per month. This is $1,000 higher than the national average ($4,000) and more than $500 above Virginia’s state average ($4,451). In Richmond, the average cost of assisted living is slightly more expensive at $5,048 per month. In all other major cities in the state, the price is at least several hundred dollars less. Seniors in Virginia who are on a tight budget may want to consider assisted living options in cities such as Lynchburg ($3,695) or Harrisonburg ($4,100) where the cost is substantially less.

Senior care costs differ depending on the type of care required, and this is particularly true in Fairfax County. While home care services and assisted living average between $4,290 and $5,000 per month, the cost of nursing home care is more than $5,500 higher at an average of $10,539. When budgeting for senior care, it’s important to keep in mind that the cost of assisted living and nursing home care typically includes room and board, but seniors who choose to receive care at home still have to pay housing expenses, such as rent and utilities. 

Medical Assistance, the Virginia Medicaid program, is administered by the Department of Medical Assistance Services. MA covers a variety of health care costs for low-income residents, including elderly and disabled persons. Some of the services covered by the state MA plan include behavioral health care, dental care, prescription medications and primary care. 

To qualify for MA as an elderly person, applicants must be aged 65 or older and meet the following financial requirements: 

• Single applicants are allowed a maximum income of $832.66 per month and up to $2,000 in countable assets
• Spouses applying together are allowed a maximum income of $1,127.33 per month and up to $3,000 in countable assets

MA considers income from all sources. Some assets are exempt, including the applicant’s home, car and personal belongings.

Commonwealth Coordinated Care Plus Waiver

The CCC Plus waiver provides eligible elderly and disabled adults with all-inclusive coverage for community-based long-term care services and supports, medical care, nursing care and behavioral health services. Approved applicants work with one of six managed care organizations to have their needs assessed and receive coordinated services. Enrollment in the waiver program is mandatory for all eligible Virginia residents. 

To qualify for the CCC Plus program as an elderly person, Fairfax County residents must be aged 65 or older, MA-eligible, have an income limit of $2,313 and asset limit of $2,000 (per individual) and be assessed as requiring the level of care normally provided in a nursing home facility.

Auxiliary Grants

The state of Virginia offers an Auxiliary Grant program to aid seniors who reside in assisted living settings. In order to qualify, seniors must already live in a participating assisted living facility. The AG may cover a range of benefits including: 

• Room and board

• Assistance with activities of daily living

• Medication assistance

• Toiletries, such as soap and toilet paper

• Assistance with financial management, appointment scheduling and personal errands

• Transport to and from medical appointments

• Social activities

• A monthly personal needs allowance

To qualify for AG benefits, applicants must be aged 65 or older and be assessed by an adult services social worker as needing assistance with one or more activities of daily living. SSI recipients are automatically eligible.

Veterans Aid and Attendance Pension Benefit

The VA Aid and Attendance benefit program is available to veterans and their surviving spouses who require long-term care, whether they reside at home or in a care facility. Approved applicants receive an additional monthly benefit on top of their regular VA pension check. 

Seniors who already receive a VA disability pension aren’t eligible for the A&A program. Other applicants must be an honorably disabled wartime veteran or their surviving spouse and be disabled in one of the following ways: 

• Need regular assistance with more than one activity of daily living, such as eating, dressing, bathing or toileting

• Suffer from debilitating vision problems

• Live in a nursing care facility or be restricted to bed due to a chronic illness or disability
