I was really impressed with Liberty Place. I thought it was all good, and the place looked great. The person who accommodated me was outstanding. They try to keep everybody active. We're happy with it. They have pretty much everything.

Port Orchard was a very nice place, clean, but a little bit too big for my mom. It was a little out of her price range. The room was very nice, and the staff was very helpful.

We got Home Instead for Mom, and they were very good. They were assisting her in basic care, meal preparation, and cleaning. They worked with me, they were very flexible, and they went out of their way to take care of my mom.

This establishment has taken care of my family members over the years and I have been stress free thanks to their attention to detail and making sure that if anything happens, day or night, they are on the phone with me. They take the care of their residents very personal.

We really liked Brookdale (Brookdale Montclair Poulsbo). We asked them to put us at the end of the waiting list until next year. It's bigger and very clean, but it is not that styled; other places are definitely trying to lure people in based on how attractive the place is decorated. The staff is very involved and seems very nice. They seem to have an activity program in the memory care area. They have a kitchen that is well-lit and large with big tables. We didn't see residents actually doing it, but they said that they had cooking classes and craft classes. We did, however, see evidence of them doing these from before. They had a very nice, secure patio/garden area. It is very thoughtful because they have ramps so people could be on the deck or they could down and walk in the grass. Also they have made parts of their fence clear plexiglass so they could have a view of the mountains. The common area had very high ceiling with skylights, so there was a lot of natural light coming in. They had the options of private rooms or semi-private, which is nice. A person has his/her own bedroom, but shares a shower and a small kitchen area with one other person. It seems to make a lot of sense because it gives that person a sense of not being alone but still has privacy.

Brookdale Montclair Poulsbo was close to everything I want to be connected with. It was a very neat and orderly place, and it seemed to be well-maintained. The people that I talked to were very friendly and very informative. They’ve got everything I wanted.

Park Vista was the one that really appealed to me. The rooms were nice but too expensive. The staff was very nice, very polite, very courteous, and very thorough. They tried to help in any way that they possibly could. They told me about the people who might be able to help me with financial support. It was comfortable, and the people were very friendly.

High real estate values and the proximity to Seattle, which has one of the highest minimum wage rates in the nation, also impact the cost of senior care in Kitsap County. Financial Assistance for Assisted Living in Kitsap County
Medicaid in Washington
Medicaid is a nationwide program that provides health coverage for qualified, low-income, low-asset applicants, including seniors, people with disabilities, children and families. It is jointly operated by federal and state governments, and all states have participated since 1982. Many states administer their own Medicaid programs, while some states contract out Medicaid management to private insurance companies.
In the State of Washington, Medicaid is known as Apple Health. Benefits include a range of health care services, including preventative cancer screening, diabetes management and treatment of high blood pressure.
Adults 64 and under with a monthly income from all sources of $1,384 or less automatically qualify for a maximum of $16,752 in no-cost health coverage through Apple Health. Seniors who are 65 and older may be eligible for Long-Term Services under the Categorically Needy designation if they already receive Social Security benefits and their income from all sources is less than $771 for an individual and $1,157 for a couple. Note that asset limits of $2,000 per individual and $3,000 per couple also apply, and counted assets include cash, stocks and bonds.

A limited number of Apple Health (Medicaid) waivers are available to help low-income seniors pay for assisted living services in Washington in situations where the cost of assisted living is lower than nursing home costs.
The Community Options Program Entry System is open to applications from seniors over the age of 65 and permanently disabled adults aged 18-64. The maximum annual income for COPES participants is $12,490, and assets are capped at $2,000; however, these limits may be waived in circumstances where the applicant has exceptionally high ongoing medical expenses.
Note that COPES enrollment is limited to 40,000 participants statewide, and acceptance is not guaranteed.

Other Financial Assistance Programs for Assisted Living
Veterans Aid and Attendance VA Pension Supplement
Honorably discharged veterans and their surviving spouses who require care due to a disability may be eligible for a VA pension supplement known as Aid and Attendance.
To qualify, applicants need to meet one or more of the following criteria:
- Require a caregiver to provide daily assistance with personal functions such as eating, bathing, dressing and management of a prosthetic device
- Have corrected eyesight that tests at 5/200 or worse in both eyes
- Reside in a nursing home as a result of physical or mental incapacity
- Are bedridden for the majority of the time
- Have concentric contraction to 5 degrees or less of the visual field
Note that Aid and Attendance benefits are only available to applicants who are eligible for a VA pension; however, applicants who do not qualify for basic pension may become eligible under the increased rates provided through the Aid and Attendance supplement.
Veterans Housebound VA Pension Supplement
Veterans and survivors who have a VA disability rating of 100 percent and are largely confined to their residence may qualify for the Housebound pension supplement.
Successful applicants may receive either the Aid and Attendance or the Housebound benefits, and these benefits may not be combined. Veterans who are currently on the VA disability pension are excluded from these pension top-ups.

Senior Centers in Kitsap County
Kitsap County’s senior centers offer older adults the opportunity to connect with other seniors, participate in low-cost recreational programming and learn about resources in the area. These senior centers also host many health and wellness classes, including chair yoga, low-impact aerobics and preventive health screening sessions.
