I liked Solstice Senior Living at Clovis, but it looked rundown. They said they were going to be upgrading the carpets and a number of the other amenities. It didn't look as nice as the other places, but I liked their grounds better. The dining room looked nice, and I liked that there wasn't a forced eating time, so the residents could come and go and choose what they wanted.

I was not happy with Solstice Senior Living at Clovis. It was nice when I visited a couple of years ago, but the upkeep went downhill, and the carpet and the walls were deteriorated. I was not pleased with it at all. The space that I looked at was so small. I couldn't see anything that they were doing except for sitting around. The only activity they offered was an art class that one of the people living there was running. The staff member during the tour wasn't very enthusiastic. They need to redo the whole building, get some activities in there for the people, and the rooms need to be bigger.

Orchard Park is a nice, clean place with wonderful people. The rooms are fine; they have studios and one-bedrooms. They have a place for entertainment and another room for gatherings and games. The activities schedule seems quite full.

I visited Orchard Park. I didn't see as many interactions between workers and residents there compared to the other place I visited, but I had a feeling the people there were OK with where they're at. I didn't see very many staff members, like there wasn't any staff around when they were eating. It could have been that they just weren't around when I was there. This community was OK, but I wasn't impressed. They were in the process of remodeling some of their rooms. It was an older place, but it seemed clean. Remodeling with people living there is very hard, so they have to wait until the person living there has moved out before they can remodel each unit. The rooms were very small, but they're adequate for one person. The environment there is homey. The people are into decorating the outside of their doors, and they allow that. They also have long-time residents there. There were just small things I didn't like. Their garden area wasn't as big as the other community we went to, and I didn't see a pool.

I visited Orchard Park, it was lovely, very nice, and the young lady that showed us around knew her business. I was thoroughly impressed. Everything was lovely. Give the young lady a gold star, because she was really helpful and showed us different rooms.

We visited Orchard Park. I really liked it, but it was not satisfactory for my husband, because he wanted a cottage, and not an apartment. The staff was wonderful and very helpful. We had lunch and it was very good. The dining area was exemplary. We observed people in the exercise facility. The only problem I had was there were no garages.

They were very friendly at Orchard Park. They took me on a complete tour, showed what the room would look like, and said that they would work with the family financially. The room was small with a bathroom. The staff was professional and friendly. Their resident dog was roaming around and made it feel welcoming. The cost was the lowest among the places I've been to.

My mother is at Orchard Park. The people that work there are very professional and they helped us get her settled. They're renovating it. When I was there, they really were trying hard. There is definitely communication between my sister and them. We have no complaints at all. She likes to read and paint, so she took a painting class. She has two dogs, and they're helping her with them. They have a senior resident dog also. The food is good.

Orchard Park is family-friendly, client-friendly and pet-friendly, which is what we were looking for in particular. They're about 20 years old, so they're a bit dated, but they're renovating it and updating everything. The food was good.

Care Cost Comparison
There is a wide range of prices for senior care in Clovis, with nursing home care costing more than twice what assisted living does. In-home care from a home health aide or homemaker costs over $1,000 a month more than assisted living based on 44 hours per week of care services. The differences in costs are largely based on the fact that nursing home prices include around-the-clock skilled nursing in a specialized, licensed facility that has a relatively high staff-to-senior ratio. In assisted living, seniors are generally responsible for their own personal care and medication management, and the staff-to-senior ratio tends to be lower than in a nursing home.

Financial Assistance for Assisted Living in Clovis
Medicaid in California
Approximately 25% of California residents receive free health care coverage through Medicaid, the nationwide health insurance program that is funded by the state and federal governments. In California, Medicaid is known as Medi-Cal and administered through the Department of Health Care Services.
To qualify for no-cost Medi-Cal coverage, seniors may earn no more than $1,242 a month and own no more than $2,000 in countable assets when applying as a single. Couples can earn no more than $1,682 and own no more than $3,000 in countable assets.
Under Medicaid rules, countable assets include all cash and bank account balances, stocks, bonds, and investment and recreational real estate. One vehicle, personal belongings and a home owned by the applicant are exempt. Note that seniors who are deemed eligible for Social Security Income are automatically enrolled in Medi-Cal.
Medi-Cal also offers coverage to seniors who have incomes that exceed Medi-Cal limits on a Share of Cost basis. Under an SoC agreement, seniors are required to spend a set amount each month toward medical costs before Medi-Cal benefits are activated. In many cases, the SoC requirement is more expensive than the price of private health insurance for seniors.
Assisted Living Waiver
Medicaid-eligible seniors who need the type of care normally provided in a nursing home may qualify for coverage under the Assisted Living waiver, a home and community-based Medicaid waiver designed to reduce nursing home placement rates among Medicaid enrollees.
The ALW helps seniors remain in an assisted living setting by providing additional medically required care services as recommended by a registered nurse through the local care coordinator agency. If approved for the ALW, seniors continue to pay the room-and-board portion of their assisted living costs while the ALW covers services such as skilled nursing, personal care, transportation assistance and medication management. Seniors are also required to live in one of the ALW participating facilities.
For more information, contact Libertana of Central Valley, the ALW care coordination agency for Fresno County at (800) 750-1444.
Other Financial Assistance Programs for Assisted Living
Optional State Supplementation
Social Security Income recipients aged 65 and older who reside in an assisted living facility due to age-related disability or deterioration may be eligible for a state-funded SSI top-up through the California Optional State Supplementation program.
Qualified seniors can receive up to a combined maximum monthly SSI/OSS payment of $1,194.37 when applying as an individual and up to $2,388.74 when applying with a spouse.
For more information, contact the Fresno Social Security Administration Office at (800) 772-1213.
Program of All-Inclusive Care for the Elderly
The Program of All-Inclusive Care for the Elderly is a comprehensive, managed community-based care option for seniors 55 and older who are Medicare and Medicaid-eligible.
PACE is designed to help seniors avoid or delay placement in a nursing home by providing a wide range of medical, social and recreational supports to seniors living at home or in an assisted living facility. Participation in PACE is voluntary and gives seniors access to a dedicated senior activity center, senior-orientated health care services and transportation assistance.
