I visited this facility

I visited Atrium at Churchman Village, and the staff was very helpful. I think what I liked about it was that the amenities seemed to be all a good value for the price of the apartment. It was also clean, and the apartments were in good shape. They have a beauty salon. It is all pretty homey.

I visited this facility

I was impressed with Paramount Senior Living. I liked it. The staff was very pleasant. I saw a 1-bedroom and an efficiency apartment. I thought it was great. I've seen an exercise room and a cafeteria where they eat at. I've seen the community center room where they play games and where everybody hangs out. It's well maintained.

My mother stayed at Foulk Manor North for respite. It's a wonderful place. She loved it, and she enjoyed it. The staff was lovely, everybody was helpful, polite and friendly. It's not as modern as some of the other places that I had looked at, but it's definitely clean. They had a number of activities posted per day, many of them were inside of the building, but they had outings as well. It's a good value for the services provided. The food was okay.

I visited this facility

The Lorelton had nice spaces. It was a former schoolhouse, but they really made it nice. The rooms were big, and they had a lot of amenities and activities. The people seemed happy there. The food selections looked really good, and the dining space was very nice. It had some quirky spaces, but they made the most of it.

I am/was a resident of this facility

I have been a resident of The Lorelton since 2007. It is fine. The staff members are all very nice and very helpful. However, I'm not happy with the food. We only have two choices and one is always seafood. I don't like seafood. We used to have a lot of choices, but not anymore. Since we have another cook, he has the same menu every other week and I'm not happy with that. I have an apartment, with a kitchen, a bathroom, a living room and a bedroom. The Lorelton is excellent.

My mother seems very content at Foulk Manor South. She is doing good there. It's very clean. They're very attentive to their needs. She seems to like it considering what's been going on with her. She gets along with the staff. They're very nice, even to the family. The aides go above and beyond. The food is always freshly prepared. They take people on bus trips. They have one and two-bedroom and studio apartments. Some of the studios have a little kitchen area with a refrigerator and a microwave. They don't have Medicaid, so it's strictly self-pay.

I visited this facility

Foulk Manor North has healthcare, assisted living, physical therapy, and they also have Medicaid. It's a beautiful facility. The rooms are spacious. The staff was very nice. It has a lot of activities, a library, and a small gym. The assisted living and healthcare are separate, and they have independent living as well. They have a really good chef. It's clean and doesn't have a urine smell.

My aunt lived at Brookdale Hockessin. They put on a good face when they're touring you but after the person gets there, it's a different situation. It only lasts for a month or two and then it starts being really impersonal. It wasn't a good, friendly atmosphere. I really got disillusioned with it when my aunt left because she was sick, and for two and a half weeks after she left, no one from the facility called to ask me how she was doing. The staff was lacking and not hands-on. They were very clinical, but if you called for them to do anything of what they called extra, they'd be like, "I'm not getting paid to do that, I'm only getting paid to do this." Them being cordial and helpful wears off. My aunt's room was OK, but they only had one person that did housekeeping. You basically had to wait for a long time, and they'd say, "I'll get to it when I get to it." It's very expensive.

I visited this facility

Forwood Manor offers respite care. The facility was nice. They had really friendly and nice staff. The nurse and the director are really nice folks. It's beautiful out there and they have different levels of care for the patients. They have independent living people, an area for people who need a little care, respite care, and an area for people who need a nurse. They had a Thursday night jazz for the people to participate, and they offer games for them. They also have exercise at different times of the day and they have an area where they can lounge in.

At $1,300 per month on average, the costs of adult day health care is significantly lower than in-home health services. The 24 hour intensive care provided in a nursing home is approximately twice as expensive ($10,768 for a semiprivate room) as the more intermediate level of care provided in an assisted living facility ($5,418). Financial Assistance for Assisted Living in New Castle County

Medicaid in Delaware

Delaware’s Medicaid is a health insurance program that provides health care coverage and services to eligible low-income individuals across the state. The overall program is named the Diamond State Health Plan (DSHP), and an amended plan called the Diamond State Health Plan Plus (DSHP Plus) is specifically focused on long-term care for seniors living at home, an assisted living facility, an adult foster care home or a nursing home.

DSHP-Plus includes the Long Term Care Community Services (LTCCS) Program, also known as Home and Community Based Services (HCBS), which provides seniors with financial assistance to help pay for personal care and medical services in their place of residence.

Benefits of DSHP Plus includes physical and occupational therapy, chore services, inpatient and outpatient hospital services, home modifications, home-delivered meals and community transition services. Through services, the program aims to meet all of participants’ medical and non-medical needs, excluding financial assistance toward room and board outside of a nursing home.

To qualify for Medicaid or the LTCCS program in Delaware, residents must be age 65 or older or have a disability. Additionally, annual household income must be less than 250 percent of the Supplemental Security Income (SSI), which is $1,927.50 for an individual or $2,892.50 for a couple per month. Countable asset limits also exist, and can total no more than $2,000 for an individual or $3,000 for a married couple. If only one member of a married couple is applying, the asset limit for the non-applicant spouse (also known as the community spouse) is half of the couples’ joint assets up to $126,420. Certain items, such as an applicant’s place of residence, personal belongings and an automobile, are excluded when calculating countable assets.

Individuals can apply online for Delaware Medicaid, or for information or to request an application in the mail, please call (866) 843-7212. Residents can also apply in person at their local Division of Social Services (DSS) office.

Other Financial Assistance Programs for Assisted Living

Saint Francis LIFE Services

For residents of New Castle County, the Program of All-Inclusive Care for the Elderly (PACE), called LIFE, is under the umbrella of Saint Francis Healthcare. It’s available to seniors age 55 and older who require nursing home level care but are able to live at home or in an assisted living facility. Seniors will work with individuals from the LIFE care team to create a personalized care plan and receive services from established LIFE providers at one of the PACE centers.

LIFE services include a day program with meals and activities, primary and specialty medical care, social work services, prescribed and over-the-counter medications, home-delivered meals and personal care services.

To receive services at no charge, seniors must qualify for Medicaid, and those who do not qualify for Medicaid can still enroll by paying a monthly fee. To apply, interested seniors must schedule a meeting and in-home assessment with an enrollment specialist, and can do so by calling (800) 232-5460.

Optional State Supplementation

Delaware and the Social Security Administration provide an optional state supplement (OSS) to those receiving Supplemental Security Income (SSI) and who are seniors, blind or disabled and live in assisted living or an adult care facility. The OSS amount is $140 per month for individuals and $448 for married couples, and the combined federal and state supplementation is $814 for individuals and $1,459 for couples.

Income and asset restrictions exist for those wishing to receive SSI, and include a monthly income limit of $771 for individuals and $1,157 for married couples. Assets must be no more than $2,000 for individuals or $3,000 for married couples, not including one’s home, burial plot or vehicle. To apply for SSI, seniors can call (800) 772-1213 or complete an application online.

General Assistance

Delaware has a state-funded program called General Assistance that provides cash assistance to low-income residents who are not eligible for other federally funded programs. To qualify for this program, seniors must be 55 or older and have no other source of income. Interested residents should talk with a Division of Social Services (DSS) case manager to find out if they are eligible, complete an application for social services through Delaware Assist or call (800) 223-9074.

Senior Centers

Senior Centers in New Castle County provide local seniors with a place to gather for activities, health and wellness education, fitness classes, outreach, community meals, events and more. Memberships and services are usually free, and centers are designed to provide a place of community and resources as well as enhancing seniors’ quality of life.
