The exact menu of Medicaid services available to Maryland seniors aged 65 and older depends on their enrollment in one of the state’s
Long-Term Services and Supports waiver programs.
Community Options Waiver The
Community Options waiver provides benefits to Maryland seniors needing assistance with activities of daily living such as bathing, eating and dressing who require a nursing home level of care.
To be eligible for the waiver, seniors should meet certain income and asset criteria:
- Earn no more than $2,313 in monthly income (a maximum of 300% of the monthly Supplemental Security Income level)
- Have a maximum of $2,000 in countable assets not including their home, personal vehicle or furnishings (non-applicant spouses may have countable assets totaling $126,420)
CO services include:
- Assisted living
- Personal assistance and home-delivered meals
- Mental health services
- Doctor and hospital visits (inpatient and outpatient)
- Laboratory services
- Prescription drugs
- Case management and supports planning
- Transition services
- Medical equipment
Increased Community Services Havre de Grace residents not eligible for the Community Options waiver and who wish to live in an assisted living facility may qualify for the
Increased Community Services program.
To qualify for the ICS, seniors should:
- Live in a nursing home and have lived there for at least three months with 30 days of Medicaid eligibility
- Be able to receive a nursing home level of care in an assisted living setting for equal or lower costs than in a nursing facility
- Have a maximum of $2,000 in assets (excluding a personal vehicle, home and belongings)
- Be able to pay any income received over $2,313 per month toward assisted living services

- Dietitian and nutrition services
- Supports planning
- Transition assistance
- Pharmacy services
- Laboratory services
- Home health, day care and assisted living services
Havre de Grace seniors aged 65 and older may apply for Medicaid
online through myDHR or in person at the
Harford County Department of Social Services at 2 S. Bond St., Suite 300, Bel Air, Maryland 21014. They can also complete and mail in the
downloadable paper application to their Social Services office at the address above.
Those over age 65 who are disabled, receive Supplemental Security Income and enrolled in Medicare are automatically eligible to participate in Maryland Medicaid. For these individuals, Medicaid services become available once Medicare begins.
