My father is in Pine Valley Center For Rehab and Nursing, and it's the worst place on earth. They've treated him so bad, and my father said World War II was easier to handle than being in that place. The bathroom is shared by four people with the other door on the other side. They shouldn't get 1 star; it's terrible. I'm in the hospital with my dad right now. He had to get sent here because of my request. The nurses called me and said, "I don't know what else to do." The aides and the nurses don't know what they're doing. They left my dad who's 95 years old, crying for two hours writhing in pain, called me at 4:30 a.m. and this had gone on from November 30th. He finally went to the hospital December 3rd. They sent him back, and he had the problem again. They let him cry and scream for two hours, and the nurse said, "I don't know what else to do." I said, "Can he go to the hospital?" The nurse said, "Well, the family can request it." I said, "Pull out the number and I'll talk to him." The nurse said, "I have to get a doctor to approve it." Then he came in, took care of it, and this was where my father's in. It's awful. My father has been there since September. He said to me, "If I could walk, I'd walk out of here." On Monday, I wrote emails to the administrator, the director of nursing, and the social worker, and I said I want answers. Nobody has contacted me. That's how much they care. They lost my father's hearing aid, so I had to buy him another set for $2700, and they didn't take responsibility for that either.

My aunt has been living at Friedwald Center for about three weeks and so far, everything's been very efficient. The care and the aides have been very good. My aunt is paralyzed so she's getting full care and theyre doing extremely well with her. She's getting speech therapy, physical therapy and occupational therapy. My aunt has a shared room which we prefer so she has company. They constantly have activities like Bingos and people coming in from outside to sing songs. I'm very satisfied with their facility so far.

It's a newer community, the place looks clean, and the staff is nice. The atmosphere was very nice, it was cheerful, and bright. The communities are what they are, and the grounds are very nice. It's also one of the only three senior places here that has a locked facility for memory care. I met the admissions person and she took me up to see the rooms and the ward. They have a waiting list for 12 people.

My dad is doing OK at Tappan Zee Manor. It's a very nice place. It is perfect for him. The food is great. My dad has a very nice room, which is much better than where he came from. His room is spacious and clean. They have movies and music everyday. They have a library, a small kitchenette, and a big sunroom area.

Promenade at Chestnut Ridge is a wonderful community. It is exactly what my father needs, but he is not going. It seemed like a phenomenal place, it is just that Dad has gotten cold feet. The location would have been fabulous for us because it is very close to his family members. The place itself looked clean, lovely, and it looked like the place to be. The rooms looked phenomenal. The woman who introduced us to the place was great. She was fantastic. She knew what to say to make us feel at home. The residents were playing Bingo when we were there; it looked like great fun.

My visit at Sunrise was very pleasant. It's a beautiful community and the people there are very nice. The staff was very friendly, they took time to answer my questions and even introduced themselves. They have a library, barber shop, activities area, covered courts, a walking path outside, and dining area; there's just a lot. The food looked nice and the place was well-kept.

Promenade at Chestnut Ridge was more assisted living. It was a little older community but very nice. I spoke to some of the residents, and they seemed to have a very nice sense of community. Everybody seemed to know everybody. It was a different scenario but very nice. I looked at a studio, which was a bit small for my father, and then there was one that had a separate bedroom and they only had a refrigerator and a sink.

As seniors plan for long-term care, it’s crucial to understand the costs associated with each long-term care option. In Rockland County, for example, the monthly costs of a semiprivate room in a nursing home ($12,091) are more than twice those of a private room in an assisted living facility ($5,916). The costs of in-home care ($4,576), on the other hand, are more than $1,000 less than the costs of assisted living. While assisted living costs outpace those of in-home care in Rockland County, they usually include utility fees and other living expenses, such as rent/mortgage, maintenance and meals. Financial Assistance for Assisted Living in Rockland County
Medicaid in New York
Medicaid provides health care coverage to New York seniors who can’t afford medical care. Qualified seniors receive benefits, such as health and dental treatment/preventative care, laboratory and X-ray services, home health care, medicine, transportation services, medical equipment and mental health care. While the standard New York Medicaid program does cover care in a nursing home, it does not cover costs of assisted living. To receive financial assistance for assisted living costs, seniors may need to apply to an additional program, discussed in greater detail below.
The New York Medicaid plan classifies individuals age 65 and older as part of the non-MAGI eligibility group. Non-MAGI applicants must apply via the Rockland County Department of Social Services. Seniors can print and complete the standard application or the application for the visually impaired. They can also visit their local DSS if they need assistance completing the application.
To receive Medicaid assistance, Rockland County seniors must meet the state’s eligibility guidelines. In terms of income, single adults over the age of 65 cannot have a monthly income that exceeds $859. The income limit is raised to $1,267 for a two-person household. Certain types of personal property, such as homes and cars, are excluded from the calculation of resources. Qualifying seniors must also be a US citizen or have eligible immigration status.
If seniors are accepted into the Medicaid program, they will be enrolled in the state’s Managed Long-Term Care (MLTC) system. It is designed to deliver long-term assistance to aging adults who want to remain in their homes or communities. It offers three plan options: MLTC Medicaid Plan, Medicaid Advantage Plus and Program for All-Inclusive Plan for the Elderly (PACE). Once seniors have chosen the plan that best suits their needs, a counselor from New York Medicaid Choice will work with them to create a long-term care plan.

Other Financial Assistance Programs for Assisted Living
Assisted Living Program
In New York, seniors can fund the cost of assisted living services via the Assisted Living Program (ALP). The ALP helps qualified individuals receive assistance in a licensed setting less medically intensive than a nursing home. When in these environments, seniors may receive benefits such as housekeeping, nursing, physical/occupational therapy and case management services.
To qualify for the ALP, seniors must meet specific requirements:
- They must be medically eligible for a nursing home setting and able to demonstrate that they don’t have a suitable home environment
- They cannot require continual nursing care; seniors who are chronically bedfast or have conditions that endanger the safety of others do not qualify
- In terms of income, the ALP opens admission to Medicaid recipients and seniors whose income exceeds the Medicaid limits. Instead of using the standard monthly Medicaid limit of $859 (single) per month, the ALP uses the SSI Congregate Care Level III limit of $1,465 per month.
The ALP has a residential limit of 4,200, and approximately 85 percent of these residents are Medicaid recipients. Due to the enrollment cap, not all eligible seniors are accepted into the program. New York has committed to adding 6,000 slots, so acceptance rates may increase.
Seniors on Medicaid must have their ALP services approved by the Rockland County DSS before they apply to the ALP. To apply, approved Medicaid recipients, and private payers, should contact the ALP directly. If seniors are accepted, they will move into an ALP facility regulated by the State Department of Health. The DOH ensures that each facility has sufficient staff and meets prescribed environmental standards.
