I'm in Powell Valley Assisted Living and Memory Care Community. I would give them ten stars for their care. When I came here I was really in need of a lot of assistance. I'm now pretty independent, but I still like that during the quarantine I saw a lot of the caregivers, and they have just treated me with so much care, love, and kindness. They really take good care of me. The facility is in really good shape. Our dining room is beautiful, but we haven't been able to use it because of the quarantine, and we're just now opening up some activities, which is nice. We're actually having bingo every day, and we're doing tai chi in the morning.

I am in Brookdale Oswego Springs Portland. It's very nice, very convenient, and pleasant. The staff is really nice and friendly, I have no complaints. They're having some activities, but not too many because of the pandemic. They had canceled some things, but they are still available all the time. They had a little New Year's party in the afternoon on the 2nd of the month, and there's a thing called bring games. I wasn't there for that because I had an appointment. They have things you can participate in if you wish, and they're very careful. They also have things locked out for distancing. They'll have a little sign "Don't sit here" that kind of thing, and they're very careful about that. They take our temperature a couple of times a day. I like the way they're handling this. They talk to us about when we'll possibly get the vaccine and what to do, which is not mandatory, but they encourage us to do it. They're very good. The food is also very good. A few people sit in the dining room, but mostly they bring the food to the rooms. And you can't use real plates. My only disappointment is that the food is a little lukewarm by the time it gets to you because of that, but that's fine, I can heat it up. It's excellent food and it's well prepared. They just changed the activity person, and I think she's very good. I'm on the first floor, so I'm kind of close to everything. As far as these places go and from what I know, I think the value for money is very good. I have Medicaid, so it's helpful to me with a low income because Medicaid helps with it.

Our experience has been wonderful. My aunt has been warmly welcomed by residents and the staff. The place is lovely and she's very happy with her room. The bathroom is large and has a walk-in shower. The food is delicious. The people are meeting all her needs as a new resident. She's in a studio, but there are also 1 and 2-bedroom apartments. They have free wi-fi and cable TV and 3 meals a day by a very good chef. They have a bus for transportation, stretching classes, exercise classes, card group, exercise machines, beauty salon, and a courtyard.

Parkrose Chateau was very nice. They have studios, 1 and 2-bedroom apartments, a dining room, and 3 meals a day. They had exercise machines and activities. The staff during the tour was very nice.

Parkrose Chateau was absolutely wonderful. The staff showed me several versions of different types of places. She walked me through the whole place. It was very nice. I have had a meal experience there and it was awesome. They have a shuttle that takes the residents out and about. They have a bridge club and they have people that do puzzles. They have all kinds of activities that are very cool. When I got there it was getting late, but the view was absolutely breathtaking. She took me into a couple of apartments that have a view that is to die for.

The tour at Parkrose Chateau was fine. The place was very nice and was in good shape. It was also clean; however, the rooms were just too small for me. The staff members were very helpful and very nice. Dining there was among the best that I have encountered. They also had plenty of activities. There was a library and a movie room.

Farmington Square Gresham's assisted living was nice and inviting. Each building has its own little dining area. The room we saw was good. Nothing stood out that was great or bad. It's got several buildings and each building is not really big. If you downsize, you move to a different building on the same property. The staff who gave us the tour was very nice, friendly and accommodating. They answered our questions.

I liked the layout and I liked that it was on one floor so elevators weren't needed. It was bright, clean and I generally liked the atmosphere. They had a salon.

Genworth’s 2018 Cost of Care study shows that the monthly price of assisted living in Multnomah County ($4,825) is $232 higher than the state average and $825 higher than the national average. Costs are similar in Corvallis at $4,882, while prices are lower in Salem ($4,360), Albany ($4,210), Eugene ($4,025) and Bend ($4,553).

Care Cost Comparison
Monthly senior care costs are largely based on the type of care provided, which is why around-the-clock skilled nursing in a licensed nursing home costs nearly double what assisted living does in Multnomah County. Financial Assistance for Assisted Living in Multnomah County
Medicaid in Oregon
Medicaid is America’s national health coverage program designed to provide basic health care to low-income children, pregnant women, adults with disabilities and seniors. The elderly and disabled make up 17% of Medicaid enrollees in Oregon, and nearly 75% of seniors and people with disabilities meet the financial criteria for free Medicaid coverage in the state.
The Oregon Medicaid program is called the Oregon Health Plan. To qualify for long-term care coverage, seniors must have an income at or below 300% of the federal poverty level and own no more than $2,000 in assets ($3,000 per couple). The current monthly income limit for OHP is $2,313 for single seniors and $4,626 for couples applying together.
If only one spouse is seeking OHP coverage, the non-applicant spouse is allowed to keep up to $126,420 of the couple’s jointly owned assets. Some assets are also exempt from Medicaid limits, including the principal residence of the applicant valued at $585,000 or less, one vehicle, an irrevocable burial trust worth $1,500 or less and personal effects, such as clothing, household items and collectibles.
Oregon K Plan
As a Medicaid-expansion state, Oregon extends medically necessary, community-based support services to Medicaid enrollees through the K Plan under the Community First Choice Option or the Affordable Care Act. The K Plan helps seniors age in place within their communities while living at home or in an assisted living facility rather than being placed in a nursing home.
To qualify for services through the K Plan, seniors must be assessed as needing the level of care normally provided in a nursing home and be able to safely remain in the community. If approved, seniors are provided with a range of medically necessary services based on their individual needs, such as:
- Homemaker and personal care services
- Skilled nursing and medication management
- Transportation to and from medical appointments
- Help with meal preparation and/or home meal delivery
- Access to adult day health services
- Durable medical equipment
- Minor home modifications to improve safety and accessibility
- A personal emergency response system
- Ongoing case management
- Help with activities of daily living
Because the K Plan is a Medicaid entitlement program, there are no statewide enrollment limits or waiting lists for services.

Other Financial Assistance Programs for Assisted Living
Program for All-Inclusive Care for the Elderly
The Program for All-Inclusive Care for the Elderly provides Medicaid-eligible seniors with comprehensive services and long-term care supports designed to allow seniors to age in place within their community.
PACE is open to applications from Multnomah County residents aged 55 and older who are enrolled in Medicaid or dual-covered by Medicaid and Medicare and require the level of care normally offered in a nursing home. Applicants also must be willing and able to live safely in the community in their own homes or an assisted living facility.
PACE participants receive access to all the services covered by Medicaid and Medicare as deemed medically necessary including:
- Primary medical care, including preventive, emergency and specialty services
- All prescription medications
- Physical, occupational, speech and/or recreational therapy
- Durable medical equipment and medical supplies
- Mental health services
- Transportation to and from the PACE Social and Health Center
- Nutritional counselling, communal meals and home meal delivery
- Hospitalization and hospice care
- Dental care
- Adult day health services
- Assisted living care
PACE services are delivered by an interdisciplinary team of doctors, nurses, therapists and support staff that is centralized at the PACE center. Once enrolled in PACE, seniors may only receive health and long-term care services through the program.
Seniors who don’t qualify for Medicare or Medicaid may enroll in PACE on a private-pay basis.

Senior Centers
Multnomah County senior centers offer free and low-cost social, recreational and educational programs designed to help older adults avoid isolation and stay connected to the community. Programs include ceramics classes, pinochle games and line dancing lessons at the Gresham Senior Center, and the Hollywood Senior Center operates two facilities in Portland.

Veteran Services
Veterans and their dependents and survivors can get help with VA claims, health care enrollment and appeals at any of the five Multnomah County Veterans Services offices, including one at the Hollywood Senior Center. Health services are available at the Portland VA Medical Center, which offers outpatient, diagnostic, acute and emergency care services.
