I am in Brookdale Oswego Springs Portland. It's very nice, very convenient, and pleasant. The staff is really nice and friendly, I have no complaints. They're having some activities, but not too many because of the pandemic. They had canceled some things, but they are still available all the time. They had a little New Year's party in the afternoon on the 2nd of the month, and there's a thing called bring games. I wasn't there for that because I had an appointment. They have things you can participate in if you wish, and they're very careful. They also have things locked out for distancing. They'll have a little sign "Don't sit here" that kind of thing, and they're very careful about that. They take our temperature a couple of times a day. I like the way they're handling this. They talk to us about when we'll possibly get the vaccine and what to do, which is not mandatory, but they encourage us to do it. They're very good. The food is also very good. A few people sit in the dining room, but mostly they bring the food to the rooms. And you can't use real plates. My only disappointment is that the food is a little lukewarm by the time it gets to you because of that, but that's fine, I can heat it up. It's excellent food and it's well prepared. They just changed the activity person, and I think she's very good. I'm on the first floor, so I'm kind of close to everything. As far as these places go and from what I know, I think the value for money is very good. I have Medicaid, so it's helpful to me with a low income because Medicaid helps with it.

Parkrose Chateau was very nice. They have studios, 1 and 2-bedroom apartments, a dining room, and 3 meals a day. They had exercise machines and activities. The staff during the tour was very nice.

Parkrose Chateau was absolutely wonderful. The staff showed me several versions of different types of places. She walked me through the whole place. It was very nice. I have had a meal experience there and it was awesome. They have a shuttle that takes the residents out and about. They have a bridge club and they have people that do puzzles. They have all kinds of activities that are very cool. When I got there it was getting late, but the view was absolutely breathtaking. She took me into a couple of apartments that have a view that is to die for.

The tour at Parkrose Chateau was fine. The place was very nice and was in good shape. It was also clean; however, the rooms were just too small for me. The staff members were very helpful and very nice. Dining there was among the best that I have encountered. They also had plenty of activities. There was a library and a movie room.

I have been a resident here for 7 months and have decided that this is going to be my forever home. I really like the location of my studio apartment. It has lots of natural light and is convenient for me to take Riley, my service dog, on walks . We enjoy the nice landscaping and gardens of the residents..

I really liked Parkrose Chateau. It's really nice and it would have been perfect for dad. I liked the gentleman that talked to me, who seemed empathetic. He wanted to make sure that this was the right place, and he was going out of his way to help my dad get in there. Dad would be around a lot of people, and I saw people sitting there eating, in a nice, spread-out dining area. It was a more friendly, open and comfortable place. The room was very nice and convenient, it had a veranda where he can go out and get some air, and they have a walk-in shower with a ledge to go through. I wouldn't mind going there someday.

Touring Russellville Park was a positive experience. The staff was very competent, and I heard from one of the residents that the food was quite good. Their rooms were small but well designed. They had a lot of good activities for the residents and transportation to get people to and from places.

My mom has only been at Russellville Park for three months. We were fairly happy with it. We had some issues at the beginning where some of my mom's stuff was stolen. It also was new management and we didn't feel there was a lot of good communication between the actual workers and the management level so we also had some trouble with her meds for a while. It eventually got all ironed out and we were happy with it. I would recommend the place. They took good care of my mom. My mom had a beautiful studio with a partial kitchen, living space, bed, and a very nice huge shower with a walk-in shower. She also had a fairly big patio deck that was important to her so she could sit outside and have plants. The actual place was beautiful. They had a restaurant and a little café which was open when the restaurant wasn't if they wanted to get a snack. They had movies running every night and they had activities that they could sign up to go. They keep them fairly busy if they wanted to be. They also have a gym and an outdoor area where they could sit into. The food was wonderful and my mom loved them. They had a set menu but then they also had a special every night for dinner, then if you didn't want the special, you just order off the menu which was fairly extensive and great. The price was comparable to everything else we looked at.

When seniors research long-term care options, they soon discover that type of care influences cost of care more than any other factor. Traditionally, the costs of nursing home care eclipse the costs of assisted living facilities and in-home care. In Oregon, for example, the average monthly cost of a semiprivate room in a nursing home ($9,125) is over $4,000 more expensive than the cost of a room in an assisted living facility ($4,825). While the costs of assisted living services in Portland may exceed state averages, they are less expensive than home care services ($5,339). When making financial decisions about future living situations, seniors should do a thorough cost comparison of their care options. They should weigh the monthly costs of assisted living facilities against the monthly costs associated with living at home, such as utilities, mortgage payments and food. Because the monthly costs of assisted living facilities often include daily meals, housekeeping and home maintenance, these facilities are often more affordable in the long run. In Oregon, Medicaid is referred to as the Oregon Health Plan (OHP). This program provides medical and dental coverage to low-income families and individuals living in the state. To be eligible for OHP coverage, seniors must meet income and residency requirements. First, they must be currently living in Oregon. They must also be a U.S. citizen or possess an eligible immigration status, such as LPR, TPS or refugee. To meet the income requirements, senior applicants must have an annual income of $16,146 or less. For seniors who live in a two-person household, the maximum income level is $21,892. Seniors can apply online via the Oregon ONE system or call (800) 699-9075 to request a paper application.
Oregon Health Plan offers several health care programs. Most seniors will qualify for the OHP Plus plan, which covers diagnostic services, preventive services, behavioral health care, dental care, medical care, prescription drugs, rides to appointments and vision care. The plan may not cover certain long-term care options, however, such as assisted living facilities. Portland seniors may need to apply for additional waivers and programs to access long-term care coverage.
Once seniors are accepted into the OHP program, they’ll need to select a coordinated care organization (COO). COOs pair members with health plans, providers and resources. In Portland, the primary COO is the Health Share of Oregon (HSO). This COO gives seniors the option to choose health plans from CareOregon, Kaiser Permanente NW, Providence Health Assurance and Tuality Healthcare. New members can also select a dental plan.

K Plan
Seniors covered by the Oregon Health Plan may also be eligible for the K Plan. This program may also be referred to as the Community First Choice (CFC) option or the 1915(k). It covers long-term community-based services for seniors in need of an institutional level of care. As of 2019, the K Plan is the best Medicaid-based option for seniors looking to fund assisted living costs. Oregon’s Home and Community-Based Services (HCBS) program, which oversees the K Plan as well as several waiver programs, embarked upon a CMS-mandated transition plan in 2014. This transition streamlined the community-based options of Portland seniors. While there used to be several waiver programs that covered assisted living costs, the K Plan will be the primary funding method now. The K Plan is a Medicaid entitlement program. This distinguishes it from Medicaid waiver programs, which often have enrollment limits. Because the K Plan does not have enrollment limits, eligible seniors are less likely to be put on a waiting list.
To receive assistance from the K Plan, seniors must meet the Medicaid income requirements and the level of care requirements. During the application process, Oregon officials will assess the applicant’s health needs. This determination process may be repeated on an annual basis.
If accepted into the program, seniors can choose to receive CFC services in community settings. Approved CFC community settings include assisted living facilities and residential care facilities.
